Request for Information (RFI) from the Marked — Felt Boot Liners 'kartank' and Wool Soles
The Norwegian Defence Logistics Organisation (Norwegian: FLO) will shortly procure felt boot liners ‘kartank', and wool soles for the Norwegian Armed Forces, The contract is divided into 2 lots. The procurement is currently planned as an open tender contest with a publication date at the end of August 2021, the tender deadline in the middle of November 2021, and the contract signing in March 2022. The contracting authority will consider whether the procurement will have a prequalifying phase, as the procurement of soles can generate access to many suppliers, which will be very resource-demanding for the Contracting Authority to evaluate the tenders. The contracting authority wants tenderers to submit tender samples for the lots in which they wish to give tenders. The cost of delivering tender samples is to be covered by the tenderer.
The deadline for the responses to the RFI is 1 August 2021. However, we encourage the tenderers to submit their responses as soon as possible.
Before this procurement, the Contracting Authority would like to make use of the competence in the supplier market, and therefore hopes that the supplier market will take the time to comment on the procurement documents that have been made available at this point in time. This is also referred to as a RFI (Request For Information). The tender documentation is not definitive, and the intention is to use any input to improve the tender documentation and ensure that they come across for the supplier market in the best possible way when they are published. The Contracting Authority is particularly interested in input on the requirements specification and the suppliers' leading times. The contracting authority also draws particular attention to the fact that our technical specification requirements will be added to additional technical specifications (e.g., requirements for moisture transport, heat loss, durability, etc.) later in the process, but that we are appreciating input from suppliers on such specifications.
