Dynamic Purchasing System (DPS) for the Procurement of Job Fruits Scheme
Oslo Municipality, c/o the agency for improvement and development, the group service department, (henceforth referred to as the contracting authority) shall establish a Dynamic Purchasing System (DPS) for the procurement of a job fruits scheme for Oslo municipality's activities. The contest is restricted to organisations or programmes that have a primary objective of integrating disabled or disadvantaged persons into working life. This only applies when at least 30 % of the employees, or those who provide the main service, have a disability or are disadvantaged, cf. the Public Procurement Regulations' § 8-8. This also applies for sub-providers, if any.

Section III: Legal, economic, financial and technical information
A tax and VAT certificate must be presented. The tax certificate must not be older than 6 months old from the deadline for submitting a request for participation in the DPS.
Requirements related to the tenderer’s registrations, authorisations, etc.:
Tenderers must be a legally established company
Documentation requirement:
• Norwegian companies: company registration certificate;
• foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Qualification requirement:
Tenderers must have the adequate financial capacity to fulfil the assignment/contract.
Documentation requirement:
The tenderer's last annual financial statements including notes, the board's annual report and audit report, as well as new information of relevance to the tenderer's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings from Experian on its own initiative.
Qualification requirement:
Minimum 30 % of the employees, or those who provide the main service, must have a disability or are disadvantaged and that the organisations or programmes have a primary objective of integrating disabled or disadvantaged persons into working life. Cf. the Public Procurement Regulations' § 8-8. This also applies for sub-providers, if any.
Documentation requirement:
• A self-declaration form, cf. annex 3; Presentation of documentation verifying that the activities or programme has an incorporated primary objective of integrating disabled or disadvantaged persons into working life (only for the provider of the main service). The documentation should include a company registration certificate, a signed and dated co-operation agreement with NAV, where the duration is given.
• A self-declaration form in case of involvement of sub-providers, cf. annex 4.
