Statsbygg would like tenders for a Framework Agreement for:

Parallel Framework Agreements for auditing construction projects in Statsbygg.

The Framework Agreement includes construction projects in Norway. The assignment is further described in point 2 to this invitation to tender.

4 parallel Framework Agreements will be signed based on this competition if the competition gives a basis for thereof.

II.2.4)Description of the procurement:

Statsbygg wants to enter into 4 parallel Framework Agreements for the hire of audit managers and (with) auditors for quality assurance, contracts, the environment HSE/Safety Health and the work environment as well as salary and work conditions. Each service provider must cover undertake auditing management and the 5 competence areas for (with) auditors. The auditing services includes consultants, Contractors, staffing companies and other participants in the contract chain for construction projects in Statsbygg.

The tenderer must be accredited for auditing services related to NS-ISO 9001:2015 Quality management; NS-ISO 14001:2015 Environmental quality management systems and ISO 45001:2018 management systems for the work environment and

Tenderers are required to have sufficient financial implementation ability.

Documentation requirement:

The Norwegian Construction and Property Management Department will carry out a credit rating of tenderers.

Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts.

1) The tenderer must have relevant experience from previous assignments for the building and construction industry.

Documentation requirement:

The tenderer’s up to 5 most important deliveries/contracts that are comparable with Statsbygg's needs in the last 3 years, including information on:

— name of the customer including a telephone number for the contact person,

— date,

— value,

— the scope and the main content included in the service.

Statsbygg reserves the right to contact the the stated references;

2) Tenderers are required to have enough capacity to conduct the service.

A brief statement of the number of a lead auditors and co-auditors at the tenderer's disposal.
