Helse Sør-Øst RHF, Sykehuspartner HF and the other health trusts in the region would like to increase and formalise the project, programme, and portfolio manager competence by offering education within these fields.

Sykehusinnkjøp HF is therefore announcing an open tender contest, on behalf of the contracting authority, for the procurement of a course in basic project management and a certification course in project, programme, and portfolio management. The Contracting Authority wants to enter into a framework agreement with one tenderer.

Consumption of services included in the procurement is estimated to be approx. NOK 1 million excluding VAT a year. This volume is only a guideline and is in no way binding for the Contracting Authority or Tenderer. In accordance with current case law, the estimated maximum value is also stated without obligations for the Contracting Authority or the Tenderer. The estimated maximum value for the entire contract period is NOK 6.2 million.

The contract must cover courses within the following categories:

a) Basic project management

Target group: All those involved in projects. New in the project manager role, project participants, as well as roles within project support, line management, and the reception apparatus for projects.

b) Certification within project, programme, and portfolio management.

Target group: Roles connected to directing, management, implementation and support of projects, programmes, and portfolios.

Consultancy services can be required for the courses. Tenderers must be able to offer courses within both of the above categories. The frequency and scope of the different courses has not been decided. A set-up for this will be agreed with the tenderer that is awarded the contract. The courses must primarily be held in the Oslo region, and primarily in Sykehuspartner HF's premises.
