The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award on a sole source basis in accordance with FAR 13.501(a) – Sole Source (Including Brand Name) Acquisitions, a firm-fixed price contract to Alliant Enterprises , LLC doing business as Alliant Healthcare Products for the purchase of Slide Scanners, Fluorescent Microscopes, Fluorescent Microscope Imaging System, Stereology Fluorescent Microscope, and MBF Biosciences Software Compatible Stereology Fluorescent Microscope specific to the Original Equipment Manufacturer (OEM) Olympus America Inc. on behalf of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), Fort Detrick, MD.

The institute currently uses several Olympus scanners, microscopes, cameras and software, including many of the instruments this requirement will be replacing. This requirement must work with existing equipment, software, data and data systems, requiring the Olympus software to be compatible. Use of software from any other vendor would render the historic dataset virtually useless, preventing USMARICD from delivering a product to the customer and funding agency. Olympus Americas, Inc. is the sole manufacturer of their software, scanners, cameras and microscopes. Alliant Healthcare Products, has been selected by Olympus America, Inc. as its exclusive authorized Service Disabled Veteran Small Business partner for microscopy and Industrial products sold by Olympus America, Inc.

The North American Industry Classification System (NAICS) for this requirement is 333314 and PSC 6640.

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS. This notice of intent is to give notice of the Government's intent to make a sole source award. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Contractors who can provide the USAMRAA with the required products are invited to respond to this notice of intent. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 4 days after publishing this synopsis.
