The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Qdevil ApS; Fruebjergvej 3 - 2100 Copenhagen - Denmark for the acquisition of one (1) motherboard low-temperature printed circuit board (PCB) and 50 daughter low-temperature PCBs to be utilized by NIST's Physical Measurements Laboratory (PML). The statutory authority for this acquisition is FAR 13.106-1(b).

***** Sole source determination is based on the need to acquire one (1) motherboard low-temperature PCB and 50 daughter low-temperature PCBs, that meet the operational frequencies of low-frequency (<1 kHz) and high frequency (1 GHz) and that are designed by the Contractor. This is a critical requirement for NIST to perform Low-frequency transport, charge sensing and RF reflectometry experiments in measuring Phosphorus donor-based quantum devices in silicon. Therefore, no other company identified in the industry is capable of providing the required equipment.

Qdevil ApS is the sole manufacturer and distributor of the equipment identified that meets the required minimum specifications.

*****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement.
