This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this
synopsis is to announce the Department of the Navy, Naval Information Warfare Center
(NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive
basis to JB Management Inc., DUNS 794880997, CAGE Code 0N2R5, of 3601 Eisenhower
Ave STE 400, Alexandria, VA, 22304.

The requirement is for JB Management, Inc. (JBM) services to update the Common
Message Processor. JBM is providing a rough order of magnitude that will cover the
critical areas in support of NIWC Pacific.


The Government intends to negotiate solely with JB Management under the authority of
FAR 13.106-1(b), Only one source capable of meeting the Government's requirement.
FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial
items, applies.

The applicable NAICS Code is 541511 and the size standard is $30,000,000.00.

This notice is not a request for competitive quotes; however, any responsible source
believing that it can fulfill the requirement may submit a quote, may be considered by
the Government. Comments, questions or concerns regarding this notice may be
submitted via e-mail ONLY to [email protected] by 13 August 2021, 03:00 PM
Pacific Standard Time (PST). All responses received by this date may be considered by
the Government for the purpose of determining whether to conduct a competitive
procurement. A determination by the Government not to compete this requirement based
upon responses to this notice is solely within the discretion of the Government.
