Description

BACKGROUND

  1. Health care-associated infections (HAI) are among the most common adverse events in care delivery and a significant public health problem that impact morbidity, mortality, and quality of life. At any one time, up to 7% of patients in developed and 10% in developing countries will acquire at least one HAI. These infections also present a significant economic burden at the societal level. However, a large percentage of HAI are preventable through adequate infection prevention and control (IPC) measures.
  2. In Lao PDR, the Department of Health Care and Rehabilitation (DHR) is responsible for the national IPC programme’s overall coordination and governance in the hospital settings. Since the wake of COVID-19, Asian Development Bank (ADB), Centers for Disease Control and Prevention (US CDC) and other technical partners have been implementing various activities to strengthen its IPC capacity. Given many varied stakeholders involved in the IPC programme’s various technical components, there is a need for technical and coordination support between the relevant stakeholders to plan successfully, implement, monitor, and evaluate the programme.
  3. DHR finalised and disseminated a new IPC programme to institutionalise standardised IPC practices and establish continuous quality improvement programme at the facility level. This IPC programme consists of baseline assessment, internal monitoring and follow-up monitoring and can be delivered by training of trainers and training sessions at the subnational level and the selected healthcare facilities.
  4. The Department of Hygiene and Health Promotion (DHHP) is responsible for the primary case, community engagement and the national vaccination programme, including COVID-19 vaccines. In the COVID-19 pandemic, there is growing needs to ensure appropriate IPC practices among the general public and outreach teams in place to prevent COVID-19 transmission in the community. Therefore, it is critical for to engage the public and train the staff to observe risk-based IPC practices.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

Provide expertise to support the development and implementation of infection prevention and control (IPC) activities in the context of COVID-19 pandemic and capacity building for healthcare workers for planning, implementation and monitoring of IPC program at the health facility level in the longer term.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Implementation of the IPC programme to institutionalise IPC practices and establish the continuous quality improvement mechanism at selected facilities to build capacity to improve IPC in the longer term

  • • Deliverable 1.1: Training materials and IEC materials to conduct trainings on IPC in selected Central Hospitals, Provincial Hospitals, District Hospitals and/or Health Centres
  • • Deliverable 1.2: Trainings at the national and health facilities levels conducted in close coordination with DHR and training report with an improvement plan and follow-up schedule
  • • Deliverable 1.3: Development of a longer-term plan to build capacity to improve IPC, including the curriculum development on IPC depending on discussion with DHR and relevant departments including UHS

Output 2: Safe IPC practices in the healthcare settings / community settings in the COVID-19 context

  • • Deliverable 2.1: Technical support for hospital preparedness for clinical management of COVID-19 patients with focus on IPC measures in close collaboration with other programs in the HSD team
  • • Deliverable 2.2: Training materials and IEC materials for the healthcare workers (including vaccination programme) and provision of trainings on IPC measures at healthcare setting in collaboration with relevant programs and departments in MOH
  • • Deliverable 2.3: IEC materials for the general public to improve community engagement and participation in implementation of IPC measures during the pandemic (e.g., safe reopening of schools and so on)

Output 3: Review/update of IPC guidelines, standards and training programs

  • • Deliverable 3.1: Review and update of the Existing IPC guidelines, standards and training modules/programs at national and subnation levels according to the up-to-date evidence and information available and the latest WHO guidelines
  • • Deliverable 3.2: Other technical support related to IPC upon request from the HSD team and other teams in WHO office

Output 4: Ongoing support to WHO and the government on implementation of the national clinical guidelines in health facilities

  • • Deliverable 4.1: Technical support on support to the government on the implementation of the national clinical guidelines in health facilities

 

METHODS TO CARRY OUT THE ACTIVITY

The consultant will report to and be guided by the WHO Country Office. In collaboration with the Ministry of Health (MoH) of Lao PDR and relevant teams in the WHO office, the consultant will conduct the following activities and submit regular reports on implementation of each activity, including proposed next steps: 

  1. Support DHR/MOH in implementing training programmes to institutionalise standardised IPC practices at the facility level and establish the continuous quality improvement mechanism, using the national IPC guidelines/tools;
  2. Support DHHP/MOH to engage the general public and to ensure safe IPC practices in place in the primary care / community settings (including COVID-19 vaccine outreach activities) in the COVID-19 pandemic context, in collaboration with WHO’s VPD team and other technical programs as necessary; and
  3. Review existing IPC guidelines, standards, and training modules/programmes at national and subnational levels, update them according to the latest IPC evidence as needed and develop training materials

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  

  • University degree in medicine or health-related field

Desirable:

  • Qualifications in specialized medicine or nursing, a postgraduate degree in a health-related field.

 

EXPERIENCE

Essential:

  • Minimum of 5 years’ work experiences in the development, implementation and training of infection prevention and control guidelines and M&E, specifically in developing countries

Desirable:

  • • Experience in development of training modules/tools and/or databases for monitoring and evaluation purposes in IPC related programs
  • • Experience working with international organizations.

 

TECHNICAL SKILLS & KNOWLEDGE

  • • Knowledge about infection prevention and control
  • • Ability to work independently under pressure and to deliver high-quality work on-time.
  • • Good interpersonal skills and ability to work as a member of a team.
  • • Good oral and written communication skills.
  • • Good knowledge in standard MS Office applications including MS Excel, MS Word and MS PowerPoint.
