II.2.4)Description of the procurement:

Massader, the natural resources and infrastructure development arm of the Palestine Investment Fund (‘PIF’) would like to re-open this Expression of Interest stage (EOI) with the aim of qualifying further eligible EPC Contractors for future requests for proposals (RFP) to construct rooftop solar PV systems over the public schools rooftops in Palestine on a turn-key basis. In January, 2018, PIF signed a framework agreement with Ministry of Education and Higher Education of Palestine (‘MoEHE’) to rollout a national program of rooftop solar PV systems over the rooftops of public schools targeting 445 schools in Palestine during the next four (4) years with estimated total capacity of 35 MWp. Only One (1) EPC contractor will be selected to engineer, procure, construct, test, commission and handover the rooftop solar systems over the schools rooftops of each specific phase on turn-key basis (the ‘Project’).

Massader has published an EOI on 27 January and 2 August 2019 of which resulted in the pre-qualification of fifteen (15) EPC contractors and the signature of the related framework agreements.

Massader will sign a framework agreement with these additional EPC contractors, if successful in the pre-qualification process, will be added to the list of already pre-qualified contractors and will be invited to submit their proposals for each batch of schools. Reputable EPC Contractors (or consortia) with at least five (5) years of track record and experience in implementing rooftop solar PV systems are hereby invited to express their interest and demonstrate their ability to carry out the project and all its related components including the design, procurement, installation, testing, commissioning, and provision of performance guarantees for all related works and services of the Project.

Interested Firms/Consortia must have demonstrated experience in the implementation of rooftop Solar PV systems of cumulative capacity of 3MWP as main contractor over the last seven (7) years out of at least two (2) projects each with minimum capacity of 70 KWP and on turn-key basis during the last two (2) years. The financial capacity to handle works of this magnitude on a turn-key basis as a sole capacity firm or leading firm in a consortium. The minimum required annual turnover amount is USD 500 000 and the minimum record of profitability should not be less than 0 % of threshold. The submitted record of profitability as per audited financial statements in English during each one of the last three (3) years is required for a sole capacity firm or leading firm in a consortium.

Interested Firms/Consortia submitting EOIs for the project shall demonstrate and clearly indicate their technical qualifications and financial capacity in English language to handle a project of this size as a sole firm or leading firm in a consortium with joint and several liability.
