Question 3: Are we right to believe Goddard is designing / assembling / testing the sensor and you only want two components (focal plane and cryocooler) and not a full sensor solution?

Answer 3: The primary capability being solicited is for a detector/focal plane and cryocooler subsystem.  However, the POD provides an option for an offeror to respond with a complete instrument concept and cost, either in addition to a subsystem response or as a sole focus of the response.
