Specific Procurement Notice (SPN)   Procurement of Works (Without Prequalification)   Country: TURKEY Employer: RoT Istanbul Governorship Istanbul Project Coordination Unit (IPCU) Project: Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) Loan No.: L0319A Contract Title: Phase-2 Works of Reconstruction of Prof. Dr. Cemil TAŞCIOĞLU City Hospital SPN Reference/Tender No: AIIB-WB1-YAPIM-01   The Republic of Turkey has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Works for Construction of ‘‘Phase-2 Works of Reconstruction of Prof. Dr. Cemil TAŞCIOĞLU City Hospital AIIB-WB1-YAPIM-01’’ which will be implemented by Istanbul Project Coordination Unit (IPCU).   Republic of Turkey, İstanbul Governorship, İstanbul Project Coordination Unit (IPCU), now invites sealed Tenders from eligible Tenderers for “ Phase-2 Works of Reconstruction of Prof. Dr. Cemil Taşcıoğlu City Hospital”. The project area is at Prof. Dr. Cemil Taşcıoğlu City Hospital  (old name Okmeydanı Training and Research Hospital) campus, covering the construction of the new hospital building 2 Blocks having 384 beds, 3 story Oncology Building, Conference Hall and Kindergarten with underground parking areas and all related civil, mechanical, electrical, landscape and infrastructural works as well as demolishing of the old buildings.   Some of the minimum qualification criteria valid for contract package are given below:   Financial Situation and Performance;   Financial Performance   Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements acceptable to the Employer, for the last 5 (five) years (2016-2017-2018-2019-2020) to demonstrate:   (a)  the current soundness of the Tenderer’s financial position and its prospective long-term profitability    and   (b) demonstrate and prove at a minimum USD 10.000.000 (ten million USD) equivalent available cash credit line in a bank.     Average Annual Construction Turnover   Minimum average annual construction turnover of USD 60.000.000 (sixty million USD) equivalent calculated as total certified payments received for contracts in progress or completed, within the last [5] years (2016-2017-2018-2019-2020). The turnover will be documented with the Balance Sheet and Income Statement, it will be approved by the Charted Accountant or the tax office, and will be converted into USD from the Central Bank of Turkey Exchange Buying Rate (Döviz Satış) on the average number of the month in which the invoices and progress payments belong.   Construction Experience   General Construction Experience   Experience under construction contracts in the role of prime contractor, JV member or management contractor for at least the last [5] years starting from January 1, 2016 and prior to the tender submission deadline, and with activities in at least nine (9) months in each year.   Specific Construction Experience   Participation, as a prime contractor or joint venture member in at least 2 (two) similar contracts (one of them shall be hospital building) each with a value of the Tenderer’s participation at minimum USD 60.000.000 (sixty million USD) that have been satisfactorily completed and evidenced by the work completion certificates within the last [5] years (2016-2017-2018-2019-2020). In case the Bidder performing such contract (s) within the structure of a joint venture, the value of said contracts should be taken as the proportionate amount of the partnership share of the Bidder in such Joint Venture   For the above hospital contracts as prime contractor, joint venture member a minimum construction experience in the following key activities “(a) and (b)” shall successfully be completed and evidenced by the work completion certificates within the last [5] years (2016-2017-2018-2019-2020)   At least 1 (one) contract for; reconstruction experience of minimum 750-bed capacity hospital building with seismic base isolation system within one campus.   At least 1 (one) Turkish city hospital construction concept contract with a public-private partnership (PPP) model [1] for national or international governmental authorities and/or Turkish city hospital construction concept [2] contract under   city hospital concept of Executive Agency, IPCU with a total construction area of 175.000 m2 (calculated as sum of closed built-up area).In case the Bidder performing such contract (s) within the structure of a joint venture, the closed area of said works should be taken as the proportionate amount of the partnership share of the Bidder in such Joint Venture for all above mentioned construction criteria.   Interested eligible Tenderers may obtain further information from the bidding documents for all other minimum qualification criteria. Additionally, more information is available in the bidding documents in case of Joint Ventures.   Tendering will be conducted through International Open Competitive Tendering (IOCT) procedures as specified in the Bank’s Procurement Instructions for Recipients ” (PIR), and is open to all eligible Tenderers as defined in the PIR.   Interested eligible Tenderers may obtain further information from and inspect the Bidding Documents, at İstanbul Project Coordination Unit (IPCU) at the address below from 09:00 to 17:00 which are office hours.   The Tender Document in English may be purchased by interested eligible Tenderers upon the submission of a written request to the address below and upon payment of a nonrefundable fee of 9.000 TL or in 1.000 Euro. As it is known, pandemic affected all of the world and our country. Interested bidders who wish to participate in the tender will be able to purchase the tender document also digitally, by applying in writing to the e-mail address or fax number of our Unit below. After the petition and receipt are sent to our Unit, the tender documents will be delivered via the link. After downloading the post link, a written confirmation that complete set of all documents have been delivered must be sent. Otherwise, participation in the tender will not be accepted.   The fee for bidding documents shall be deposited in the account no.  for TL, IBAN-NO:  TR31  0001  5001  5800  7286  1036  53 and for Euro IBAN-NO:  TR91 0001 5001 5804 8000 3946 63 of İstanbul Project Coordination Unit (IPCU) at İstanbul Vakıfbank Mercan Branch by writing the reference number (AIIB-WB1-YAPIM-01) of the contract package for which the bid will be submitted; application shall be accompanied by a petition, the sample of which is given in our website, for purchasing the documents, and the fee deposited shall not be returned for any reason whatsoever.   Tenders must be delivered to the address below July 08, 2021 before 14.00 (local time). Electronic tendering will not be permitted. Late Tenders will be rejected.
