Project Title: Third National Communication and First Biennial Update Report to the UNFCCC

Title: Editor/Communication Specialist

The Global Environment Facility has provided the Government of Jamaica (GOJ) with funds to address the country’s need to continue to fulfil its obligations under the United Nations Framework Convention on Climate Change (UNFCCC). The Third National Communication (TNC) and the First Biennial Update Report (FBUR) will be prepared based on the UNFCCC Guidelines for the preparation of national communications from Parties not included in Annex I of the Convention adopted at the 10th Conference of the Parties and are contained in Decision 17/CP.8 and decision 2/CP.17 for the preparation of BURs. In keeping with its commitments under Article 4 paragraph 1 and Article 12 paragraph 1 of the UNFCCC, each party must provide periodical reports to the Conference of the Parties to the UNFCCC. Jamaica submitted its initial National Communication to Executive Secretary at the COP6 in The Hague in November 2000 and its Second National Communication at the COP17 in Durban, South Africa in December 2011. Parties are required to prepare and submit emission of greenhouse gases by sources and removal by “sinks” to enable the compilation of global GHG emissions. Developing countries such as Jamaica are required to submit such an inventory every four to five years based on the availability of resources provided from developed countries. Parties are now required to submit such reports every two years to enable more accurate monitoring, verification and reporting. Parties are also required to provide information on steps to mitigate climate change including mitigation analysis based on the most current GHG inventory. 

The Climate Change Division (CCD) of the Ministry of Economic Growth & Job Creation, (MEGJC) is responsible for the implementation of the project “Third National Communication and First Biennial Update Report to the UNFCCC”. The key outcomes of the enabling project to prepare Jamaica’s TNC and First Biennial Update Report are to:

  • Fulfil reporting requirements under Article 12 of the Convention with respect to national communication from Non-Annex One Parties and decisions adopted in Doha to enable the preparation of BURs.
  • Further strengthen the technical and institutional capacities of Jamaican institutions to implement the Convention, as well as providing support for the integration of climate change considerations into national and sectoral development priorities.
  • Enhance the capacity and efficiency for the continuous preparation of national communications and biennial update reports.

Rationale for Pocketbook

The project has been granted an extension to June 2019 to complete key capacity building and communication activities. A key mandate of the Climate Change Division (CCD) under which the project is being implemented, is to promote climate mainstreaming into all national policies and across all sectors.  To this end one activity to promote this climate mainstreaming is the production of a simplified pocketbook version of the TNC. The pocketbook will contain the salient information on each sector captured with the TNC. The pocketbook should be able to present a clear picture of the national circumstance and provide insight on each sector.
