MINISTRY OF LANDS AND NATURAL RESOURCES   GHANA FOREST INVESTMENT PROGRAM – ENHANCING NATURAL FOREST AND AGROFOREST LANDSCAPES PROJECT   REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)   Ghana Enhancing Natural Forest and Agroforest Landscapes (ENFAL) Project Loan No.: TF-A9512   Assignment Title: Preparation of Environmental and Social Impact Assessment Study and Environmental and Social Management Plans for Pilot Reclamation of Mined Out Areas in Selected Forest Landscapes of Ghana   Reference No. MLNR/ENFAL/CS/01/2021   The Ministry of Lands and Natural Resources (MLNR) has received financing from the World Bank toward the cost of the Ghana Forest Investment Program – Enhancing Natural Forest and Agroforest Landscapes (ENFAL) Project and intends to apply part of the proceeds for consulting services.     The consulting services (“the Services”) include the Preparation of Environmental and Social Impact Assessment Study and Environmental and Social Management Plans for Pilot Reclamation of Mined Out Areas in Selected Forest Landscapes of Ghana   Objectives of the Assignment This consultancy aims to procure qualified firm(s) to assist the Government (specifically MLNR, its associated agencies, and district / local governments) to prepare Environmental and Social Impact Assessment Studies and Environmental and Social Management Plans to guide the reclamation and rehabilitation of selected mined out sites   The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below; Procurement Unit, Room 23A, New Block, Ministry of Lands and Natural Resources, Off Kinbu Road, Near Ministries Police Station or via email: [email protected].   The Ministry of Lands and Natural Resources now invites eligible Firms to indicate their interest in providing the services. Interested Consultants must provide information that they are qualified to provide the envisaged services (institutional profile and at least 10 years’ experience, description of at least five (5) similar assignments, availability of the requisite infrastructure, systems and structures, availability of appropriately qualified staff, etc). Following this invitation for Expression of Interest, a shortlist of qualified Firms will be formally invited to submit proposals. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, July 2016 Revised November 2017 and August 2018 and November 2020 setting forth the World Bank’s policy on conflict of interest.   Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.   A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, July 2016 Revised November 2017 and August 2018 and November 2020.   Expressions of Interest should clearly be labelled “Preparation of Environmental and Social Impact Assessment Study and Environmental and Social Management Plans for Pilot Reclamation of Mined Out Areas in Selected Forest Landscapes of Ghana” and addressed to The Chief Director, Ministry of Lands and Natural Resources, Box M 212, Accra, Ghana and must be delivered in a written form to Room 23A, New Block, Ministry of Lands and Natural Resources, Off Kinbu Road, Near Ministries Police Station.
