REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)   TURKEY SUSTAINABLE CITIES PROJECT (SCP) COMPONENT A: SUSTAINABLE CITY PLANNING AND MANAGEMENT SYSTEMS Grant No.: TF0A5029 Assignment Title:   “Consultancy Services for Preparation of Non-Revenue Water Management Guidelines to Combat Climate Change for Water Utility Departments (WUDs) in Turkey (Ref. No. IB-A1.C7)” The Republic of Turkey has been allocated grant funds from the European Union Instrument for Pre-Accession Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the ILBANK (“Recipient”). ILBANK intends to apply the funds to eligible payments for the consultant services (“the Services”) to prepare a Guideline for an effective and sustainable management of water resources in Turkish municipalities through reduction of non-revenue water (NRW) that will cover the following tasks:   Diagnosis of current situation including site surveys Preparation of guidelines for Water Utility Departments (WUDs) in Turkey   The estimated duration of the Services is eight (8) calendar months. ILBANK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works: (i) the Client and contact information, (ii) source of financing, (iii) information on contract amount and scope, (iv) commencement and completion date, The selection criteria are: Experience in consultancy services for preparation of guidelines/ strategic plans in the fields of energy efficiency or environment at municipal, provincial or national level, Work experience in the country (Turkey) and have a background in national regulatory environment for urban water management, operation & maintenance of water supply systems, Experience in reporting requirements and projects financed by international financing institutions, Experience in working with Municipalities and other Public Authorities, and Staff capacity and availability of appropriate skills among key personnel. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers   (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of selection and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of  “in association with”  and/or  “in affiliation with”  and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for selection. A consultant will be selected in accordance with the CQS (Selection Based on the Consultants' Qualifications) method set out in the Consultant Guidelines.
