  REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)   BELIZE SOLID WASTE MANAGEMENT PROJECT II WATER AND SANITATION REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES Loan No. 3684/OC-BL Project No.: BL-L1021 Contract/Bid No. 002-2020/2021   The Government of Belize has received financing from the Inter-American Development Bank (IDB) and intends to apply part of the proceeds to payments under the project Solid Waste Management Project, BL-L1021, for hiring a specialized engineering consulting firm to perform the function of Preparing the Design and Build (DB) bid documents and Supervising the DB contract for the expansion of the Mile 24 Regional Sanitary Landfill. The activities will include the following: Preparation of Bidding Documents; Assistance in Bid Evaluation and Contract Negotiations; Supervision of Design and Construction Quality Assurance and Quality Control for landfill cell expansion and associated ancillary facilities and appurtenances (liner works, surface water and leachate collection and treatment systems, gas venting etc..). The purpose of the expansion is to extend the life and disposal capacity of the RSL to serve as the country’s only sanitary landfill.   The Belize Solid Waste Management Authority (BSWaMA), Ministry of Natural Resources Petroleum & Mining  as the  Executing Agency on behalf of the Government of Belize now invite eligible consulting firms to indicate their interest in providing the services. Interested  consulting firms must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in preparing standard  bidding documents for Design and Build of the Inter-American Development Bank and/or FIDIC as well as experience in preparing bidding documents for Build – Own – Operate, Build – Operate – Transfer, Design- Build – Operate, and similar is desirable. Consulting firms may associate to enhance their qualifications.   Consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank, GN-235015 of January 2020 and is open to all eligible bidders as defined in the policies.
