The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of ELECTRICITY NETWORK REINFOCEMENT AND EXPANSION PROJECT- Additional Finance and it intends to apply part of the proceeds of this credit to payments under the Contract, Procurement of Plant Design, Manufacture and Supply of Equipment up to site of erection for construction of Lot 1-Debretabor New 230kV Substation & 1kmTransmission Line and Lot 2-Bekoji New 230kV Substation & 1kmTransmission Line. 2. The Ethiopian Electric Power now invites sealed bids from eligible and qualified bidders for procurement of Plant Design, Manufacture and Supply of Equipment up to site of erection for construction of Lot 1-Debretabor new 230kV Substation & 1kmTransmission Line and Lot 2-Bekoji New 230kV Substation & 1kmTransmission Line. 3. Bidders should have the following specific experience or capabilities. A. If Bidder is Manufacturer (i) Financial Capability a. For each lot, historical financial performance of the bidder; by Submission of audited balance sheets or if not required by the law of the bidder’s country, other self-attested financial statements acceptable to the Employer, for the last five (5) consecutive years covering the period starting from 1st January 2015, to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. In the event of joint venture, each party must meet this requirement. b. For each lot, a minimum average annual turnover of USD 16 Million which is Calculated as total certified payments received for contracts in progress or completed, within the last five (5) consecutive years covering the period starting from 1st January 2015. In the event of a joint venture all parties combined must meet this requirement. (ii) Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): a. The Bidder shall have minimum of five years’ experience starting from 1st January 2015 in manufacturing different type transformers, circuit breakers, arresters, substation automation system and RTU protection panel, towers, insulators and conductors for both lots. In the event of a joint venture, each party must meet this requirement. b. The Bidder shall furnish, for each lot, documentary evidence to demonstrate that it has successfully completed manufacturing and supplying of at least two (2) contracts of similar goods, each with a value of USD 6.4 Million within the last five consecutive years starting from 1st January 2015. In the event of a joint venture all parties combined must meet this requirement (iii) Documentary Evidence a) The Bidder shall submit the type test reports and certificates from the relevant International or National Testing/Standards Authority or ISO 9001 b. Copies of the contracts/purchase orders verified by Clients to support the data provided above including acceptance certificates. The contract/purchase order copies shall also have the clients’ name, address, contact person phone number and email address and the contract amount (Applicable For each Lot-1 and Lot-2). c. The bidders shall provide type test certificate issued by KEMA (K euring van E lektrotechnische M aterialen te A rnhem) Certificate) or a similar independent international test center demonstrating that each particular equipment and component proposed to be supplied has been successfully tested in accordance with the relevant internationally accepted standard (Applicable For each Lot-1 and-2). (B) If Bidder is not manufacturer: (If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications, (ii)(a), (iii) (a) and (c) and the Bidder shall demonstrate that it meets (i), ii)(b) and (iii) (b). 4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible Bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 5. Bidders may Bid for one or both lots, as further defined in the bidding documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided that those discounts are included in the Letter of Bid. 6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ethiopian Birr Four Thousand (ETB 4,000.00) or USD 100 or its equivalent in any freely convertible currency from the Ethiopian Electric Power, Procurement office. The method of payment shall be in cash or cashier’s check or through telegraphic transfer to EEP Transmission Construction A/C No.: 1000252665203, Commercial Bank of Ethiopia (CBE), Arada Giorgis Branch, Swift Code: CBETETAA; and EEP BUMBUNA HPP A/C No.0101181300051, National Bank of Ethiopia (NBE), Swift Code: NBETETAA, for ETB and Foreign Currency Account respectively starting from 03 March 2021 8. Bids must be delivered to the address below on or before 2:00 PM, Local time on 20 April 2021. 9. Bidders shall have the option of submitting their bids through electronic mail (e-mail) as per Option 3 given below. In addition to the existing provision of submission of bids following additional options are available in view of COVID 19 pandemic: Option 1 Bidders may send their bids by e-mail to their Embassy if they are willing to assist. The Embassy may print the bids from the scanned copy of the bid and submit the bid with a letter from the Embassy confirming authenticity of the Bidder and the bid. The scanned copy with the letter from the Embassy will be accepted as original. The Bidder is responsible to submit the complete bid and the Purchaser bears no responsibility. Embassy should be advised to maintain confidentiality particularly when they are printing bids from multiple Bidders. Option 2 The Bidders may send the bids by e-mail to their local representative along with scanned copy of the authorization to sign (Power of Attorney (POA)) the bid. The local representative could print and sign the bid based on the scanned copy of the authorization to sign (POA) the bid and submit. The scanned copy of authorization to sign will be accepted instead of original authorization to sign the bid as contemplated in ITB 20.2.
