(as per Procurement Plan): BOC-CMP-01 The Republic of the Philippines has received financing from the World Bank toward the cost of the Customs Modernization Project and intends to apply part of the proceeds for consulting services. The details of the project are available in the attached TOR. The consulting services (“the Services”) include assisting Bureau of Customs (BOC) with all aspects of the execution and implementation of the Philippines Customs Modernization Project from early 2021 to December 2025 involving an effort of approximately 400 person-months. The assignment includes two broad task clusters: i) project supervision and quality assurance services associated with ICT modernization (including procurement and implementation of the Customs Processing System (CPS), (Enterprise Resources Planning system (ERP) as part of the organization development component; and Remote image analysis center (RIAC) systems and related infrastructure; and ii) organizational development, change management, capacity development, support to improve integrity in the workplace, gender inclusion and development, and other HR interventions to ensure that new ICT capabilities effectively translate into business practices that conform with international standards and accepted good practice principles, and deliver maximum operational impact. The detailed Terms of Reference (TOR) for the assignment which will be finalized is available at the website of the Philippines Bureau of Customs www.customs.gov.ph and PhilGEPS at www.philgeps.gov.ph. The Bureau of Customs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultants should provide details, such as experience certifications or reference projects in support of their compliance with the below criteria in their submission. The shortlisting criteria are : Experience of the consultancy firm specifically related to the assignment (in one or more contracts): Having experience and successfully completed at least 3 assignments during the last 10 years in the supervision and quality assurance of projects involving the development and implementation of multi-system ICT environments similar to the ones described in the TOR. Successful completion of at least one nation-wide Information System and ICT infrastructure implementation involving the scope of project supervision and quality assurance is required. Experience working on government projects, is a plus factor. International experience in Customs Processing System projects for trade and Enterprise Resource Planning (ERP)/ Human Resource Management (HRM) solutions is desirable preferable. Demonstrable experience in the following aspects relevant to the scope of services in similar successful contracts in the last five years (2016-2020): Key drivers of Customs modernization and trade facilitation including procedural simplification, business process re-engineering, data standardization, legal and regulatory reforms, and non-intrusive inspection; development of business requirements and technical specifications for ICT solutions; use of standard methodologies in the development of ICT systems, such as Agile, Waterfall, Devops, Rapid Application Development or other similar methodologies; working with multiple stakeholders in group settings to navigate and manage complex technical and organizational issues; design and implementation of administrative systems (enterprise-wide ERP/HRM solutions). The firm should have been in business for the last 10 years and have strong financial statements and must submit financial statements for the last five years. Availability within the Firm of permanent experts/professionals’ staff relevant to the scope of the services- staff members do not necessarily have to be assigned to this contract at this stage. Preferably, consultants should have knowledge of market conditions and capabilities for communications technology and related infrastructure in Philippines. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised on November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms, international or national, to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The qualifications of joint venture partners will be considered in the shortlisting, but not the qualifications of sub-consultants. The winning consultancy firm and all of their sister firms, shall be ineligible to be shortlisted for, submit proposals for, or be awarded a Bank-financed contract or benefit from the subsequent Bank-financed contracts that form part of the Customs Modernization Project. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
