This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) to negotiate on a sole source basis in accordance with (IAW) FAR 13.501-1(a)(1)(i), with Mechdyne Corporation, 11 East Church Street, 4th Floor, Marshalltown, IA, 50158, as the only responsible source that can provide a Replacement Projector for the Wide Area, Virtual, and Environment (WAVE) 3D Training Center located at the Chemical Casualty Care Division (CCC-D) at USAMRICD.

The USAMRICD requires one (1) Digital Projection Highlite Laser II 3D Projector for the WAVE 3D Training Facility. The WAVE platform requires ten (10) operational digital projectors to function properly and all of the projectors are Highlight Laser II 3D Projectors. The WAVE operating system has been coded specifically to operate/support the identified projector type. The WAVE software is not compatible with other projector types. The communication protocol used in the WAVE is specific to the current projectors and other manufacturers use their own protocol that would not work in the WAVE system. Additionally, the WAVE software is not capable of supporting multiple projector types concurrently. Finally, a substitute projector would display and calibrate differently.


Mechdyne installed, designed, and fabricated the WAVE system at USAMRICD under contract HU0001-10-D-0003-B307. Mechdyne's expertise with the WAVE system alleviates the potential of inadvertent damage to the existing system and maximizes the outcome of a successful installation and integration with components of the WAVE that will not be replaced. Mechdyne's expertise of the WAVE platform and of USAMRICD's configuration ensures the old equipment is properly disassembled and the new Digital Projection Highlite Laser II 3D Projector is installed and integrated within the remaining infrastructure. The projection system comprises the core functionality of the WAVE and if the system is not properly disassembled and reinstalled, the WAVE will be rendered completely inoperable. As a result, Mechdyne is the only source with the expert knowledge of the WAVE configuration at USAMRICD capable of successful integration, calibration, and installation of the new Digital Project Highlite Laser II 3D Project for the WAVE system.


The North American Industry Classification System (NAICS) for this requirement is 334111 and the PSC Code is 7021.


This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Notice of Intent to Sole Source is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Mechdyne Corporation.
