Panelists will be required to under a standing offer panel arrangement to provide the following audio recording and live transmission services on an as required basis:

a. 2 x audio recordings with a sampling rate of 192 Kbps (which includes a monitoring voice-over)

b. logging and monitoring of parliamentary committee hearings or other types of meetings including, but not limited to, chaired meetings, round table discussions and open public forums

c. Audio mixing capability for at least 12 + 1 audio channels

d. Public address system for at least 30 pax

e. Live two channel transmission to Parliament House, Canberra

f. Onsite teleconferencing services

g. Press split capability; and

h.Redundant onsite systems.

These external suppliers will assist with ensuring our key tasks are completed in periods of high workload, providing effective client service and meeting our recording indicators in a cost-effective way. These periods include where there are multiple committee hearings being held in different locations in Australia and Parliamentary Broadcasting resources are unable to fulfil our obligations.

As the official record of parliamentary committee hearings and other types of meetings relies on the audio recordings, the quality and reliability of these audio recording is paramount. There must be no loss of any part of the audio recordings. All audio recordings must be clearly audible (all speakers must be clearly audible), continuous and complete. Panel Contractors will be responsible for the provision of the necessary equipment to deliver the services specified in this SOR.
