Description Unitaid is seeking a suitable firm to carry out an end-of-grant evaluation for the Unitaid-funded "Community Access to Rectal Artesunate for Malaria (CARAMAL)" grant implemented by the Clinton Health Access Initiative (CHAI), along with the evaluation of output three of the Unitaid-funded Supply Side grant implemented by the Medicines for Malaria Venture (MMV). Objectives of the Consultancy The Evaluators are expected to consolidate knowledge on good practices, provide Unitaid with an assessment of the overall success of the project including relevance, coherence, efficiency, effectiveness, impact, sustainability and lessons learned. The findings of the evaluation will be used to inform Unitaid’s future investments including where possible course correction for any potential extension under the MMV Supply Grant. Qualifications and Skills Requirements The provider shall be an institution operating in the field of global health or development area with proven expertise in project evaluation and project impact assessment. Bidder shall propose a multi-disciplinary team of 3-4 experienced evaluators, including the team leader. The team leader must have at least 5 years of experience leading evaluations of a similar scope and complexity and ideally a strong understanding of market dynamics and interventions to increase access to malaria diagnostic and treatment in low and middle-income countries (LMICs). Core team members should have at least 5 years of individual experience in their respective areas of technical expertise. The proposed evaluation team should meet the following requirements: Expert knowledge of the malaria field and the challenges related to malaria in LMICs, both community level, referral and different levels of health facilities as it relates to malaria management; Experience in conducting evaluations of grants in the field of malaria policy and guideline revisions both normative and in-country; Demonstrated knowledge of the challenges and options around ensuring access to innovative health products in LMICs; At least one team member with expertise in malaria treatment; At least one team member with expertise in collection and analysis of qualitative data; At least one team member with expertise in quantitative assessment of public health and economic impact; At least one team member with demonstrated knowledge on mathematical modelling of infectious disease; Expert knowledge of the global health landscape and the dynamics of introducing and scaling up interventions for complex health issues, including new treatment, at national and global levels; Proficiency in English; and at least one team member with proficiency in French as one of the countries to be evaluated is a French speaking country. Consideration for appropriate representation with regards to gender and a broad mix of backgrounds, skills and perspectives is desirable. Impact modelling in public health is an important piece in this evaluation. Bidders must ensure they have the necessary capacity, either in-house resources or join force with another firm, to carry out the work.
