REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION)     REPUBLIC OF LIBERIA FORESTRY DEVELOPMENT AUTHORITY LIBERIA FOREST SECTOR PROJECT PROJECT ID: P154114 GRANT ID: TFA2427   CONSULTANCY SERVICES FOR THE PROVISION OF INDIVIDUAL CONSULTANT AS MONITORING AND EVALUATION SPECIALIST UNDER THE LIBERIA FOREST SECTOR PROJECT   (REFERENCE NO: LR-FDA-243472-CS-INDV) This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. WB452-01/17 of January 31, 2017. The Republic of Liberia has received a grant from the Government of Norway in the amount of US$36.7 million equivalent through the World Bank towards the cost of the Liberia Forest Sector Project, and it intends to apply part of the proceeds of this Grant to eligible payments for the Provision of Individual Consulting Services as Monitoring and Evaluation Specialist Under the Liberia Forest Sector Project. OBJECTIVE OF THE ASSIGNMENT The overall objective of this assignment is to provide leadership in monitoring and evaluation (M&E) to ensure the effective management of the LFSP monitoring and evaluation system. The M&E Specialist (M&ES) will work with PIEs and other stakeholders to track and report results against the monitoring framework indicators and targets. The M&E Specialist will also strengthen the capacity of PIEs to improve their monitoring and reporting activities.  Additionally, as the M&E system is currently being revamped, the M&E Specialist will be responsible to ensure the smooth roll-out of the updated system. The M&E Specialist will manage the work of an M&E (MDRA). The M&ES is responsible for the overall functioning of the LFSP monitoring system and will work under the direct supervision of the National REDD+ Coordinator of the REDD+ Implementation Unit.   Note: The full terms of reference can be found as attachment 1 to this request for expressions of interest The Forestry Development Authority now invites eligible individual consultants to indicate their interest in providing the required Services for the Liberia Forest Sector Project. See qualification and experience criteria below:       QUALIFICATION AND EXPERIENCE The M&E Specialist should have a first-level university degree (Bachelor’s Degree or equivalent) in a relevant field, including but not limited to, social sciences and the humanities, agriculture, and forestry, business and public administration, science, and technology. A minimum of two years’ post graduating work in monitoring and/or evaluation capacity is required. Work experience in agriculture, forestry, environmental sciences, natural resource management, and related fields is highly desirable. Experience working with the World Bank or on a multilateral financed project is desirable.   GENERAL INFORMATION This assignment covers an initial trial period of three months from September 1, 2021 to December 2021. Box 3010 Montserrado County Monrovia, Liberia Attention: National REDD+ Project Coordinator Tel: +231(0)880-699-711 Email:  [email protected]  & cc: [email protected]                                                                Attachment 1:   Terms of Reference and Scope of Services               1.0 BACKGROUND   The Government of Liberia (GoL) and the Government of Norway (GoN) signed a Letter of Intent (LoI) in September 2014, with the purpose of (a) supporting the development and implementation of Liberia’s REDD+ strategy to ensure significant net reductions in greenhouse gas (GHG) emissions from deforestation and forest degradation (D&FD); (b) contributing to sustainable development in Liberia through the protection of natural forests, restoring degraded lands, and developing Liberia's agricultural sector; and (c) working together to support progress on global efforts regarding climate change and sustainable development in general, and REDD+ in particular. The Liberia Forest Sector Project (LFSP) is a result of this partnership, aimed at improved management of, and increased benefit-sharing in, targeted forest landscapes. Implementation of the LFSP is led by several project implementing entities (PIE's) including the Forestry Development Authority (FDA), the Environmental Protection Agency (EPA), the Liberia Institute of Statistics and Geo-Information Services (LISGIS), the Ministry of Agriculture (MOA), the Ministry of Lands, Mines and Energy, and the Land Authority (LA).   To ensure that the overall project objectives are met, the FDA requires that an efficient and effective Monitoring and Evaluation Specialist be hired.    2.0 OBJECTIVE OF THE ASSIGNMENT   The overall objective of this assignment is to provide leadership in monitoring and evaluation (M&E) to ensure the effective management of the LFSP monitoring and evaluation system. The M&E Specialist will manage the work of an M&E (MDRA).   3.0 SCOPE OF SERVICES, TASKS, AND EXPECTED DELIVERABLES   3.1 SCOPE OF SERVICES & TASKS   The M&ES is responsible for the overall functioning of the LFSP monitoring system and will work under the direct supervision of the National REDD+ Coordinator of the REDD+ Implementation Unit.   will be responsible for monthly reporting responsibilities and quarterly and biannual collection and reporting of data to inform updating of the Result Framework as part of the quarterly and semi-annual reporting to the World Bank and other relevant stakeholders. The M&E Specialist will work in collaboration with the LFSP’s PIEs to implement appropriate M&E processes, protocols, and reporting mechanisms for the intermediate results that lead to the achievement of the Project Development Objectives (PDO) and outcomes. The M&E Specialist will coordinate the day-to-day implementation of the LFSP monitoring plan with the assistance of the Monitoring and Data Reporting Assistant (MDRA) and work with PIEs to plan and coordinate regular monitoring and reporting on the project indicators as indicated in the project Results Framework.   In addition, the M&ES will:   Ensure the smooth roll-out of the updated monitoring system by working closely with PIEs to ensure effective use of data collection and reporting tools; Maintain an up-to-date monitoring framework, which includes both results indicators for the Results Framework, and process indicators that inform project managers of the status of critical implementation activities; Collect and aggregate quarterly reports from PIEs reporting on results indicators; Collect and aggregate data from PIEs and other stakeholders to populate the monitoring framework; Maintain a Management Information System (MIS) to track progress in all project components of LFSP, ensuring that implementation targets are met and shared with stakeholders; Maintain a single database of all project monitoring activities and reports; Update tools, processes, and M&E documentation as the project evolves and as needs arise; Work with PIEs to ensure accurate and timely reporting of implementation activities; Perform field visits to validate data collected from project sites, verify monitoring data, and ensure its effective management; Conduct workshops and work with individual PIEs to strengthen their monitoring and reporting capacities; Support Regional Inter-Agency Task Teams (RIAT); Work in close collaboration with the Deputy National Coordinator to produce semi-annual Progress Reports to disseminate to project donors and administrators; Produce monthly M&E reports to guide adaptive management; Participate in and support LFSP project work planning sessions and regular project implementation reviews and evaluation with PIEs as well as Bank missions, etc.; Participate in the generation and updating of annual work plans; Create M&E annual work plans; Ensure harmonization of project annual work plans and M&E work plans with PIE work plans and M&E work plans; Document and share feedback from project sites/beneficiaries with the RIU; Support and participate in learning and knowledge management activities of LFSP and FDA; Manage the work of an M&E (MDRA).   3.2 EXPECTED DELIVERABLES/OUTPUTS:   The outputs for this assignment are:   Effective roll-out of updated M&E system; Maintain current M&E framework; Semi-annual Progress Reports; Monthly M&E reports; Annual M&E work plans; Strengthened PIE M&E capacity; Updated M&E tools as necessary; M&E field visit reports.   4.0 LANGUAGE:   The reports and other deliverables shall be written in the English language.   5.0 MINIMUM EDUCATIONAL REQUIREMENTS   The M&E Specialist should have a first-level university degree (Bachelor’s Degree or equivalent) in a relevant field, including but not limited to, social sciences and the humanities, agriculture, and forestry, business and public administration, science, and technology.   6.0 MINIMUM WORK EXPERIENCE   A minimum of two (2) years post graduating work in monitoring and/or evaluation capacity is required.
