SUMMARY OF THE SCOPE OF SERVICES: The air transportation services required shall be mainly passenger Aircraft Service. The Air Operator must be authorized by respective CAA to conduct passenger flights within and outside Afganistan. -The Air Operator will provide passenger aircraft services to the United Nations offices located in Afganistan. -The Air Operator should have flexibiity to conduct tasks (flights) at very short notices. If an Air Operator is not from Afganistan, the Air Operator should have the capabiity to position its Aircraft in Afganistan (Kabul) and keep it stand by for tasking. - The Air Operator must be able to provide the passenger aircraft services between Kabul, Mazar-Sherif Kandahar, Herat, Jalalabad and outside Afganistan to neighouring countries, Uzbekistan, Turkuminitan, UAE and other countries enroute. Technical Specifications: • Multi Engine Medium/Large Jet or Medium/Large Turbo Prop Fixed Wing Aircraft • Trained, Type Rated and licensed Flight Crew . * RVSM capable (Aircraft/Crew), if applicable * High altitude, Hot weather and Heavy operations capable • Aircraft capable of day/night VFR and IFR (all weather operations). • All dangerous goods transported by air (medical supplies) must be carried in compliance with ICAO Doc 9284, if applicable. • The Air Operators are required to be self-sufficient when tasked outside the country. Air Operators are required to have the back office capability to secure and pay for their own over-flight and landing permits, ground handling, Jet-A1 fuel and crew accommodation, meals and transportation and any other operational costs. * No Safety concerns from ICAO or EU on the Air Operators or relevant Civil Aviation authorities granting AOC. Flights may be required at any time, day or night, IFR/VFR on any day, but tasking will be scheduled within crew duty-day rules established by the State of the Air Operator. Participation Requirement for non-registered Air Carriers: For companies that are not yet fully registered as Air Operators with the UN Secretariat, eligibility criteria for participation in this exercise are as follows: i. Submit a copy of a valid Air Operator Certificate (including Operations Specifications) to be provided by email attached to this RFI Response iii. If you can provide passenger aircraft services submit the relevant approvals/certificates. iv. Submit Level 2 registration application and all documents required to register as an Air Operator to the UN Procurement Division as soon as possible, and prior to any contract award.
