See attached SOLICITATION 75H70121Q00013 for a construction project for the Indian Health Service (IHS). Detailed Instructions to Offerors, a full scope of work, plans and specifications and Construction Wage Determination are included in the solicitation documents.  This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 237110 – Water and Sewer Line and Related Structures Construction with a size standard of $39.5 million.  See all attachments for details.

SCOPE OF WORK: See Section C of the attached solicitation (Attachment “B01 75H70121Q00013”).

LOCATION OF PROJECT:  Skokomish Indian Reservation, Mason County, WA.

TERO: Not Applicable.  The Skokomish Indian Tribe does not have TERO requirements for this project. 

CONSTRUCTION DURATION:  Period of Performance is 100 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000.

SITE VISIT:  An organized site visit is scheduled for Friday, January 22, 2021.  See FAR 52.236-27 Site Visit (Construction) Alt I for details (page 29 of the solicitation).

CONTRACT TYPE:  The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.

This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13 and 36 procedures.  In accordance with FAR part 13, the evaluation for award will be based on price and the quoter’s compliance with the terms and conditions of the solicitation.  Price is the discriminating factor for award among offers.

DUE DATE: Quote packages are due at your earliest convenience, but no later than February 8, 2021 at 2:00pm PST.  Quote packages shall be sent via email to [email protected] and shall contain the information required by the solicitation.
