Specific Procurement Notice Request for Bids Plant Design, Supply and Installation (Without Prequalification)   Employer: Public Utility Subsidiary Manufacturing Unitary Enterprise “Minrayteploset” Project: Sustainable Energy Scale-Up Project Contract title: “Reconstruction of Boiler House of Yubileyny Settlement with Installation of Domestic Fuel Boilers for Serving Hot Water, Partially Heating Load with the Use of Unapplied Part of Existing Boiler House” Country: The Republic of Belarus Loan No. Loan of the International Bank for Reconstruction and Development 9014-BY RFB No: SESUP/RFB/20/05 Project Management Unit: RUE “Belinvestenergosberezhenie” Issued on: February 25, 2021   1.       The Republic of Belarus has received financing from the International Bank for Reconstruction and Development toward the cost of the “Sustainable Energy Scale-up Project”, and intends to apply part of the proceeds toward payments under the Contract “Reconstruction of Boiler House of Yubileyny Settlement with Installation of Domestic Fuel Boilers for Serving Hot Water, Partially Heating Load with the Use of Unapplied Part of Existing Boiler House”.  This Contract is subject to 100% financing from the loan funds of the International Bank for Reconstruction and Development. The bidding process will be governed by the World Bank Procurement Regulations.   2.        RUE “Belinvestenergosberezhenie” now invites sealed Bids from eligible Bidders for the execution of work on the Site “Reconstruction of Boiler House of Yubileyny Settlement with Installation of Domestic Fuel Boilers for Serving Hot Water, Partially Heating Load with the Use of Unapplied Part of Existing Boiler House”.            The assignment includes: design, manufacture, testing, delivery, installation, completion and commissioning of the Site, and fulfillment of the warranty obligations under the Contract. The work completion term is 10.5 months from the moment of signing of the Contract. 3.        Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers. Procurement in investment project financing. Goods, Works, Non-consulting and Consulting Services” (July 2016, revised November 2017 and August 2018) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.        Interested eligible Bidders may obtain further information from RUE “Belinvestenergosberezhenie” and inspect the bidding document during office hours from 08:30 to 17:00 at the address given below.  5.       The bidding document in English (with translation into Russian) may be received by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email. 6.        Bids must be delivered to the address below no later than 11:00 (local time) on April 23, 2021. Electronic bidding will not be permitted. Late Bids will be rejected.
