REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) COUNTRY: ETHIOPIA PROJECT: ETHIOPIA DIGITAL FOUNDATIONS PROJECT (P171034 ASSIGNMENT TITLE: ADVISOR TO ETHIOPIAN COMMUNICATION AUTHORITY (ECA) ON E-COMMERCE REGULATION AND IMPLEMENTATION Reference No.: ET-MOFEC-COPCU- 174274-CS-INDV The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has applied for financing from the World Bank toward the cost of the Ethiopia Digital Foundation Project (“Digital Ethiopia”) and intends to apply part of the proceeds for consulting services. The MoF wants to engage qualified and experienced consultant to advice in the implementation of e-Commerce regulations to ensure a healthy and fair digital market for online commercial transactions in support of the growth of the digital economy.   The objective of consultancy service is to assist Ethiopia Communication Authority (ECA) in building its capacity to implement e-Commerce related regulations, especially but not limited to consumer protection, intermediary liabilities, duties of e-Commerce platform operators, as well as dispute resolution mechanisms. The consulting services (“the Services”) include the following but not limited to: Conduct a regulation review of existing consumer protection and third-party liabilities regulations that govern offline commercial activities and draft a directive to harmonize online and offline regulations on consumer protection, intermediary and third-party liabilities, dispute resolution Conduct a taxation regulation review of online transactions: what tax is being levied, who is responsible for collecting it, what are the international best practices, whether there is a need to harmonize online and offline tax categories and tax rates; Providing training, and identifying additional sources of training for staff that will regulate e-Commerce activities Providing additional assistance, as requested Contract Term: The service is expected to be completed up to 4 months effective from date of contract signing. The consultant will paid based on deliverables and actual days worked. Travel and per diem expense will be handled separately Qualification and Experience: The qualification and experience required for consultants who would like to apply for the service should possess the following minimum criteria An advanced degree in a related discipline, such as law, economics, social sciences, business administration, etc; At least ten years relevant experience, with a preference given to experience working in e-Commerce regulation, antitrust, and digital economy regulatory policy related issues; Experience in project implementation and project management and conducting training; Experience working in the developing countries, with experience in Africa an advantage; Willingness to work in hostile and insecure environments; Ability to communicate and write well; and Fluency in English language is essential The Ministry of Finance now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should send expressions of interest, together with information demonstrating that they have the required qualification and relevant experience to perform the service (description of similar assignments, experience in similar conditions, qualifications, and so forth) by providing CVs, and supporting documents  The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016  (“Procurement Regulations”) revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
