Prestations ne figurant pas dans le marché initial, devenues nécessaires (Raisons de contraintes techniques et d’exigence de non-dissolution des responsabilités du gestionnaire de l’ouvrage dans l’exécution des obligations générales nées du marché de / Changement de titulaire pour ces prestations supplémentaires est impossible / ILEVA, exploitant ICPE reste responsable du site sur 30 ans min / Urgence à traiter ce besoin (contraintes de salubrité publique, d’hygiène et de santé environnementale à côté des obligations préfectorales en la matière existantes / Surcoûts supplémentaires induits par une relance)-3°. Circonstances extérieures (déchets à l’enfouissement considérés comme ultimes) en raison de la panne mécanique que rencontre la société SICA AUCRE (seule installation de combustion et de valorisation de La Réunion-6°. Modification en respect du % d'augmentation admis des 10% maxi, des seuils de procédures formalisées et du faible impact financier
