  LARGE-SCALE ECOSYSTEM-BASED ADAPTATION IN THE GAMBIA: Developing A Climate-Resilient, Natural Resource-Based Economy   Request for Proposal (RFP): EbA/RFP/ESIA/RWHR/2021/11   Title of Consultancy: The review of the Results of Hydrological /Hydrogeological Modelling and Construction Design of Runoff Rainwater Harvesting Ponds and to conduct Environmental and Social Impact Assessment of Proposed Rainwater Harvesting Reservoirs   The Gambia Government through the Ministry of Environment Climate Change and Natural Resources (MECCNAR) in partnership with the United Nations Environment Program (UNEP) have received a $20.5 million grant over 6 years from the Green Climate Fund (GCF) to implement a project entitled The Large-scale Ecosystem-based Adaptation (EbA) in The Gambia: developing a climate-resilient, natural resource-based economy. The overarching objective of the EbA project is to build the climate resilience of rural Gambian communities and facilitate the development of a sustainable natural resource-based (green) economy by implementing large-scale EbA within and adjacent to agricultural areas, community-managed forest reserves, and wildlife conservation areas of The Gambia.   As an adaptation, the EbA Project has planted several million seedlings during the past four years (2018-2021), but lessons learned from the planting exercise, indicated that the planted seedlings require a constant supply of water throughout the year. However, the Gambia’s weather condition with a very short rainy season, (≈4 months, and a longer dry season (≈8 months), shows that insufficient water supply greatly hampers the survival of planted seedlings.   In order to address water shortage, the EbA project decided to explore the suitability of harvesting runoff rainwater to enhance the sustained availability of water for restoration purposes, and business activities such as bee farming in the community-protected reserves. The Project’s Baseline Study and recent GIS studies have identified some potential sites where surface/runoff rainwater harvesting reservoirs might be suitable to support EbA Project restoration needs.   Consequently, in 2020, the Project commissioned a hydrological and hydro-geological study of identified mini water catchments in the EbA project interventions areas with a view to assessing the suitability and potential volume of runoff water that can be generated, collected, and stored in artificial reservoirs to be established. Out of the five sites initially identified, the study recommended two sites as suitable for initial investment. The hydrology study report, together with the preliminary designs were reviewed and validated by experts and accepted by the Project.   Upon concluding the study, a team of engineers was also assigned to prepare detailed engineering designs, drawings, and costs for the construction of each reservoir. After various iterations, the designs were finally accepted by the project.   Cognizant of existing climate-related problems and as an ecosystem-based adaption project, the EbA is mindful of the potential impacts of the environmental and social-related activities it undertakes. Therefore, prior to commencing the construction works, the project intends to conduct detailed Environmental and Social Impact Assesses (ESIA) of the proposed interventions to device mitigation strategies for any potential negative environmental and social impact.   Consequently, the EbA Project is now inviting all eligible and qualified International and a counterpart National Consultant (firm or Consortium) to submit proposals to carry out the tasks required to meet the objectives indicated in the Terms of Reference/RFP..
