        MINISTRY OF EDUCATION, CULTURE, SCIENCE & TECHNOLOGY PROJECT EXECUTING UNIT REQUEST FOR BIDS (RFB)- International Competitive Bidding Belize   Education Quality Improvement Program II Loan Number: 4798/OC-BL   RFB: #1/2021- Detail Design and Construction of the STEAM Laboratory School 1.         This Request for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business, issue no. IDB-P543623-08/20 of August 12, 2020. 2.         The Government of Belize acting through the Project Executing Unit of the Ministry of Education, Culture, Science & Technology has received a loan from the Inter-American Development Bank toward the cost of the Education Quality Improvement Program II, 4789/OC-BL, and it intends to apply part of the proceeds of this loan to cover eligible payments under RFB#1/2021- Detail Design and Construction of the STEAM Laboratory School. 3.         The Project Executing Unit of the Ministry of Education, Culture, Science & Technology now invites sealed bids from eligible and qualified bidders for RFB#1/2021: Detail Design and Construction of the STEAM Laboratory School.  The Works consist of: The design and construction of the STEAM Laboratory school, to be built on the Belize City campus of the Institute of Technical and Vocational Education and Training (ITVET), it is composed of external areas and three buildings, two existing, to be refurbished and retrofitted, and a new building. 4.         This procurement process requires bidders to have the following specific experience and/or capabilities among others requested in the bid document: experience in design and construction of works of a similar nature and size, for each of the last five (5) years, and details of work under way or contractually committed; and clients who may be contacted for further information on those contracts;   key qualified and experienced personnel in design, construction and operation and maintenance, including a Contractor Representative with: i) a minimum of 10 years of professional experience, counted from obtaining the university degree, and ii) having participated in the construction of at least 3 (three) building totaling more than 3,000m 2, (32,292 sq.F);   audited financial statements of the bidder, such as profit and loss statements and auditor’s reports for the past five (5) years;   the minimum amount of liquid assets and/or Access to credit free of other contract commitments shall be: 400,000 expressed in BZ dollars.       5.      Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank’s Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank GN-2349-15, and is open to all bidders from Eligible Source Countries as defined in the policies. 6.         Bidding Documents may be obtained free of charge by eligible bidders from the first address below.    Written applications must be clearly marked: “ Request for Bidding Documents for Detail Design and Construction of the STEAM Laboratory School, along with the name, address and contact information of the bidder for which Bidding Documents are being requested. Requests can be email to address (1) below. 7.         Submissions in sealed envelopes clearly marked “ RFB#1/2021: Detail Design and Construction of the STEAM Laboratory School, must be received at the second address below not later than 2:00 p.m. Belize local time on Wednesday, April 7, 2021. Late bids will be rejected. A v irtual bid opening will take place immediately after the deadline for submission.
