I.BACKGROUND
The Decentralization and Local Development Support Programme (DLDSP) is a project funded by the European Union (EU) and implemented by the United Nations Development Programme. The DLDSP provides support to the Government of Jordan to effectively manage and guide the implementation of decentralization reform through the application of the Decentralization and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee (IMC) for Decentralization and its Executive Committee and its sub-committees.
Decentralization reforms are also about bringing public services and decision making closer to the communities. DLDSP will promote the creation of enabling conditions for the interaction between local actors, such as CBOs and CSOs and will support the improvement of local services through actions decided and implemented by local authorities in consultation with local communities. To that end, the programme will promote the creation of capacities for lobby and negotiation at communities’ level; and promote mechanisms and tools to enhance transparency and local accountability, and thus the positive engagement with local authorities.
In order to achieve this objective, the programme, through agreements with CSO/NGO, will encourage experimentation of new forms of relationship between CSOs, CBOs, municipalities, governorates and the providers of public services aim to create an enabling environment for the improvement of the services, the solution of local problems and the quest of development in three governorates (Irbid, Balqa, and Aqaba) that have been selected by the GoJ.
II.Purpose of the Agreement
Objective
The main objective is to provide technical support to non-state actors -Civil Society Organizations (CSOs/NGO’s) and Community Based Organizations (CBOs)- and relevant institutions to take actions oriented to the improvement of local governance, local development and citizen’s participation in the selected governorates (Irbid, Balqa, and Aqaba).
Scope of Work
The scope of work of this assignment will be focused on the promotion of the engagement between communities, local governments and programmes that are also being supported by development partners to participate in the public expenditure management at governorate and municipal level including the phases of integrated planning, annual programs, implementation, monitoring and evaluation (social accountability).
Building upon the work advanced by DLDSP, and in coordination with DLDSP’s project manager, team and experts, the selected CSO/NGO will promote citizen’s participation to design and implement problem-driven policy and institutional experiments of (a) effective local public expenditure management, (b) improved municipal services delivery, (c) local economic development promotion.
