RFP-158-22- Assessment on Housing and Agriculture Sectors in Five Liberated Governorates of IRAQ:

Dear Sir / Madam:

The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the above-referenced subject.

This RFP includes the following documents and the General Terms and Conditions of Contract which is inserted in the Description of Requirements Sheet:

• Letter of Invitation

• Annex 1 - Description of Requirements

• Annex 2 - Terms of Reference

• Annex 3 - Form for Submitting Service Provider’s Technical Proposal

• Annex 3b – Form for Submitting Financial Proposal

• Annex 4 – Proposal Submission Form

Please be guided by the forms attached hereto as Annex 2, Annex 3 and Annex 4, in preparing your Proposal. If you are interested in submitting a proposal in response to this RFP, please prepare your proposal in accordance with the requirements and procedures as set in this RFP and submit it by the deadline set out in the UNDP e-Tendering website.

The Technical Proposal and the Financial Proposal files MUST BE COMPLETELY SEPARATE and uploaded separately in the system and clearly named as either ‘’TECHNICAL PROPOSAL’’ or ‘’FINANCIAL PROPOSAL’’, as appropriate. Each document shall include the Proposer’s name and address. The file with the ‘’FINANCIAL PROPOSAL’’ must be encrypted with a password so that it cannot be opened nor viewed until the proposal has been found to pass the technical evaluation stage. UNDP shall request via email the Proposer to submit the password to open the Financial Proposal.
