Overview :

UNDP Vietnam is seeking for 01 National Firm/Institution/Organization to develop Developing guidelines for the implementation of the 10-year national program on "Public awareness raising and community-based disaster risk management up to 2030".

The contractor is expected to develop a mobile-friendly website with basic steps on how to build resilient houses using the six designs that are applied in the project.

In 2011, with the support of UNDP through the project “Strengthening institutional capacity for disaster risk management in Viet Nam,” MARD developed and issued a set of documents guiding the implementation of Programme 1002 for community awareness raising and community-based disaster risk management (CBDRM) during the period of 2009–2020 (Decision No. 666/QD-TCTL-ĐD dated August 22, 2011). The documents provided good guidance for the implementation of Programme 1002 from 2011–2020. 

On April 6th, 2021, due to the evolving situation regarding Viet Nam’s vulnerability to disasters and climate change, the Prime Minister issued Decision No. 553/QD-TTg approving the new ten-year scheme “Public awareness raising and community-based disaster risk management up to 2030.” The objectives are to raise awareness about disasters and to enhance the response capacity of staff working in disaster management, local government officials, and local people, contributing to building a safe and capable community that is able to adapt to climate change. 

The Viet Nam Disaster Management Authority (VNDMA) under MARD has been assigned to lead and guide the provinces, cities, and relevant ministries and sectors in implementing the scheme.
UNDP has been requested to support the VNDMA in developing and submitting a document guiding the implementation of the new scheme as a basis for provinces and related ministries, branches, and organizations to implement the Prime Minister’s Decision No. 553/QD.
To enhance policy for planning at the national and sub-national levels and improve the resilience of vulnerable communities in Viet Nam, UNDP plans to hire a national consultancy institution/firm to help with the development of the set of guidelines for the implementation of the next 10-year national CBDRM programme.
