RfP21/02287: EU4MD/ Catalysing investment attractiveness of Cahul and Ungheni focal regions based on participatory approach and strategic development

The EU4Molodva: Focal Regions Programme, funded by the European Union and implemented by the United Nations Development Programme (UNDP) and the United Nations International Children's Fund (UNICEF), is looking for a Contractor to establish a platform for dialogue between the private sector and the local public authorities (Cahul and Ungheni) to foster inclusive, multi-stakeholder, regular dialogue which will catalyse collaboration in identification of main needs and obstacles faced by local businesses and the best solutions to address them.

In this respect, in each focal region (Cahul and Ungheni) will be conducted a participatory in-depth analyse of local business environment, which will address both tangible (infrastructure, services) and intangible (regulation, business climate, access to markets, etc) factors. An important aspect: not just critical moments, but also opportunities will be underlined to be further addressed.

Based on the findings and conclusions, in each focal region (Cahul and Ungheni) there will be elaborated a joint public-private ‘5-Years Local Business Agenda’ with concrete, feasible and priority measures to be undertaken by local governments to pursue the improvement of local business environment, required by the private sector.

Your offer, comprising of Technical and Financial Proposals, shall be submitted in accordance with "Section 3: Bid Data Sheet" of RfP document. Please, pay attention to the submission requirements, especialy to the fact that technical and financial proposals shall be submitted in separate files, while the financial proposal shall be password protected. The password shall not be disclosed unless required in written by UNDP. Please, ensure that no other documents are disclosing your financial proposal apart from Forms F and G which are password protected.
DO NOT DISCLOSE YOUR PRICE IN THE LINE ITEMS. YOU MUST PUT PRICE AS 1$ IN THE E-TENDERING SYSTEM AND PROVIDE THE FINANCIAL PROPOSAL AS ENCRYPTED FILE AS EXPLAINED IN INSTRUCTIONS.

Deadline for submitting bids is indicated in e-tendering module, in case of discrepancies, the date and time indicated in e-tendering must prevail. Once the deadline expired the submission is not available, thereby Bidders are encouraged to submit their bids well in advance so as to prevent any last moment technical deficiencies or networks shortages.
