  1. The Government of Rwanda has received financing from the World Bank (WB) and Agence Française de Développement (AFD) toward the cost of the Energy Access and Quality Improvement Project and intends to apply part of the proceeds toward payments under the Contract for Supply of digital disturbance fault recorders.

 

  1. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

 

  1. The Energy Development Corporation   Limited (EDCL) now invites sealed Bids from eligible Bidders for Supply of digital disturbance fault recorders.

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

 

  1. Interested eligible Bidders may obtain further information from Energy Development Corporation Limited (EDCL); [email protected] with a copy to [email protected] and [email protected] and inspect the bidding document during office hours (07:00 AM to 5:00 PM) at the address given below .

 

  1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 USD or 50,000 Frw. The method of payment will be deposit on the Bank Account N° 1230070 opened at National Bank of Rwanda in the name of RECO/EARP, Swift Code: BNRWRWRW. The document will be sent by e-mail.

 

  1. Bids must be delivered to the address below on or before 20/06/2022 at 10:00 am (Local Time). Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 20/06/2022 at 10:30am.

 

  1. All Bids must be accompanied by a Bid Security of 19,800 USD.

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
