THIS IS A SOURCES SOUGHT ONLY. This Sources Sought notice is solely for information and planning purposes and does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. No formal solicitation for this work exists at this time. All qualified Contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. We encourage all Small Business¿ to respond. The Government will not award a contract based upon Contractor responses to this announcement. The Government does not intend to award a contract and will not pay for any information or administrative costs incurred in response to this notice.



The US Bureau of Reclamation, Yuma Area Office (YAO), is performing market research to identify firms interested and qualified in providing fire and emergency/ hazardous materials (HAZMAT) response services for the Yuma Desalting Plant (YDP).



The YDP is a brackish groundwater reverse osmosis desalination plant located at 7301 Calle Agua Salada, Yuma, AZ, 85364. The services anticipated for this effort include 24 hour first response team capabilities for chemical releases, 24 hour fire protection services for all YAO/YDP facilities and structures (a total square feet to be maintained is 258,490), annual onsite inspection of the facility, and participation on the yearly Table Top HAZMAT exercise. The draft Statement of Work (SOW) is attached. The draft SOW is provided for reference and industry comment and is subject to significant change.



In addition, the capabilities statement shall address the following:



(1) Firm name, address, point of contact. In addition identify all socio-economic categories that apply to your firm (i.e. small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business). The North American Industry Classification System (NAICS) code is 561990, All Other Support Services with the applicable size standard of $11.0 million.



(2) Has your firm provided this type of service in the past to any other Government agency? If so, please provide contract number, name of government agency, amount of award and date award was made.



(3) Has your firm provided this type of service in the past to any other company other than the Government? If so, please identify and provide details.



(4) The Government is contemplating into awarding a contract for a period of performance of 1 base year and 4 option periods. Is it customary and/or is your firm willing to enter into a contract for this period of time?



(5) Does your firm have a facility in Yuma, AZ? If not, identify the plan or how your firm will be able to provide services to YDP in Yuma, AZ.



Reclamation does not intend to award a contract on the basis of the responses, or pay for the preparation of any information submitted.
