REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Republic of Uzbekistan Project name: Uzbekistan Promoting Early Childhood Development Project Credit No.: 6418-UZ   Assignment Title: Selection of the Lead Contractor   Reference No.: UZECD/QCBS/3-2021   The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Uzbekistan Promoting Early Childhood Development Project (“the Project”). The Ministry of Preschool Education of the Republic of Uzbekistan (“the Implementing Agency”) intends to apply part of the proceeds for consulting services to be provided to preschools under the Social Impact Bond component, the component #3 of the aforementioned project. The MPSE is being advised by KOIS and Dentons in the implementation of this component.   The consulting services (“the Services”) to be provided by the Lead Contractor include development and implementation of the intervention model, conduction of performance management of SIB preschools, managing SIB contracts, managing SIB funds and acting as a SIB project manager with the ultimate purpose of improving learning environment, standards of children development, and management capacity of selected preschools. Consulting services are expected to start in H2, 2021.   The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://drive.google.com/file/d/1zASbIPSEPM2CFSLjsKnaeIJzvsN2E5ym/view?usp=sharing   The Ministry of Preschool Education of the Republic of Uzbekistan now invites eligible consulting firms (“Lead Contractors”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.   The attention of interested Lead Contractors is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   Lead Contractors may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.   A Lead Contractor will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the Procurement Regulations.   Eligibility criteria for the Lead Contractor To be considered for the Lead Contractor role, a candidate must meet the following minimum requirements: 1.         Have the capacity to conduct the work with local entities in Uzbekistan 2.         Have the capacity to contract with governments. 3.         Have the capacity to contract with and disburse funds to private preschool operators 4.         Have the capacity to contract with commercial investors 5.         Have the capacity to contract under different jurisdictions 6.         Experience with donor-funded projects in similar contexts in low/middle-income countries 7.         Experience operating in partnership to deliver similar size education programs with rapid expansion of ECE service provision   General qualifications   Experience operating in implementing projects in similar contexts in low/middle-income countries with rapid expansion of ECE service provision Experience operating in partnership to deliver large education programs Track r ecord of transferring knowledge and capacities to local providers to ensure the impact of the program is sustainable Qualifications for the implementation of the intervention model Experience delivering technical support to academic and administrative staff in multiple preschools Experience in guiding and supporting the procurement of learning and teaching materials, furniture and equipment that contribute to improved learning environments in preschools Experience supporting preschools to deliver services to children from vulnerable backgrounds Experience in working with P ublic-Private Partnerships (PPPs) and delivering under results-based contracts Evidence of supporting improved access to, equity and quality of preschool education. The Lead Contractor should provide evidence that their support to preschools had led to an increase in access to, equity of, and quality of education. Complementary information such as source of the information, quality controls, description of the intervention, timeframe, length of the intervention, actors, etc., should be provided. Qualifications for performance management Experience designing a performance management system in education programs The Lead Contractor should have experience designing performance management systems for schools. This includes experience designing IT solutions that work in a similar context. Experience collecting, managing, and analyzing data in education programs This includes experience collecting, managing and analyzing data. Qualifications for contract management Experience contracting with multiple parties and managing their performance Experience contracting with governments Experience contracting with multilateral organizations and commercial investors Qualifications for financial management Experience managing large amount of funding from different sources The Lead Contractor should have experience managing a project of this size with multiple donors Qualifications for project management and coordination Experience in coordinat iion and communicati on with diverse stakeholders. The Lead Contractor will have experience in generating progress reports and coordination of implementation with multiple stakeholders from different backgrounds and objectives. Experience manag ing contractual relationship s with multiple subordinated contractors   Submission Requirements   Interested eligible consulting firms are hereby invited to submit their Expressions of Interest for the purpose of being shortlisted.   In order to assess the qualifications and competence of the Consultants seeking to be shortlisted, the information submitted should include the following: Company profile, organization and indicative staffing for the assignment; Details of experience with similar assignments demonstrating the Consultants qualifications; and CVs of relevant personnel available to work on the assignment.
