MFSP-13.01.0000.362.11.296.2020-319                              Date: 22/12/2020   Request for Expression of Interest (REOI) for Selection of Individual Consultants (Time-Based) Government of The People’s Republic of Bangladesh has received an IDA credit toward the costs of the Modern Food Storage Facilities Project (MFSP), being implemented by the Directorate General of Food (DG Food), Ministry of Food and intends to apply part of the proceeds for Individual Consultancy Services who will provide specific technical inputs for effective execution of the Project.    DG Food now invites eligible Individual National Consultants to submit their Expressions of Interest (EOI) in hardcopy for providing the services mentioned below. Duty Location: The positions are based at Dhaka but may require field visit. Position and Key requirements: Package Name of Post No. of Post Key educational and experience requirements SD-33 Senior Technical Specialist (Mechanical)   Duration: 30 person-month 01 (One) Minimum B.Sc in Mechanical Engineering from a reputed university. M.Sc in Mechanical Engineering will be preferred. He/She must have experience in erection of steel silo plant. Minimum 15 (fifteen) years relevant experience in O&M and procurement of silo machinery with advance knowledge, obtainable usually through a combination of experience and continuing education; or equivalent combination of education, training and experience. SD-45 Senior National Consultant for Food Policy Research Program     Duration: 80 days intermittent 01 (One)       Master’s Degree in Economics, Development Policy/Development Studies, Food Science, Agriculture, Agronomy or other relevant field. Ph.D in relevant field will be preferred. Minimum 15 (fifteen) years of relevant work experience in the field of food policy and management research, public food stock management, poverty analysis, policy advice and monitoring and evaluation of research and development projects. Ability to lead consultants in providing timely and quality outputs. Proven track record in working with multi-national consortium in the respective field. Experience in private sector development. Must possess excellent communication skills in English, both written and spoken. Experience in IDA (World Bank) funded project will be preferred. SD-51 Senior Procurement Specialist   Duration: 18 person-month 01 (One) B.Sc in Engineering from a reputed university; Must have advanced academic/professional qualification(s) in procurement/ purchasing/ supply chain or membership of renowned institution(s) in the field of procurement/purchasing/supply chain; At list 15 years relevant experience of which 7 years in the field of public procurement or have had responsibilities with a substantial content of his/her position in procurement area. Working with IDA funded project as Procurement Specialist is required. Have had hands-on experience in Microsoft Word or similar computer program; Proven track record of ability to develop annual procurement plan and relevant report; Strong interpersonal communicative skills, experience in team leadership and participatory management; Ability to impart training to the project staff on different procurement methods followed by world Bank and Government of Bangladesh; Demonstrated capacity to work in foreign aided projects in a team environment; Must possess excellent communication skills in English, both written and spoken.   The Terms of Reference (TOR) of the above position is available in the website: www.mfsp.gov.bd that will provide detail scope of work and required qualifications and experiences.
