  3. Technical proposal (to showcase requested experience and competencies); and

UNDP procurement department will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

Both nationally and at the local community level, Jordan’s sustainable development faces several political, social, economic and cultural challenges that also threaten to undermine social cohesion.  These pressures are especially acute for women and youth, who remain mostly excluded from decision-making and socio-economic structures. At a local governance level, the adoption of a decentralisation framework has provided newly elected bodies with a basis for consulting with constituents on local economic development, which has been complemented by civil society initiatives to engage citizens in social cohesion efforts; however, these are limited in scope, and there remains no effective structures in place at the community level for enabling collaborative engagement – i.e. one that involves all actors, including elected officials, government officers, civil society, private sector and other groups – in the identification and implementation of priorities and responses for addressing the community’s sustainable development needs and the threats to the community’s social cohesion.

Building on its extensive global, regional and national experience in working on dialogue, democratic governance, peacebuilding and local governance, UNDP plays a key role in promoting social cohesion initiatives, especially in relation to the achievement of the Sustainable Development Goals (SDGs). SDG 16 highlights the responsibilities of local and regional governments for the achievement of sustainable development in the world, with a priority focus on participation by women and youth.  Through its Mateen and Hewar programmes, UNDP has established an innovative approach to working on social cohesion and dialogue in Jordan that could be expanded into community dialogue that is focused on these areas.
