Belgrade-Palilula Sewage System Project
The City of Belgrade has entered into a financing agreement with the European Investment Bank (EIB) for design, construction and supervision in respect of the Belgrade-Palilula Sewage System Project. A number of contracts will be implemented by the City, through a Project Implementation Unit (PIU) within Beoland (the Belgrade Land Development Public Agency).
The project aims to improve wastewater services to the currently underserved population on the left bank of the Danube River in Belgrade's municipality of Palilula. The project will contribute to the improvement of living conditions, primarily to the inhabitants within the community of Krnjača (part of Dunavski Venac), by securing adequate sanitation services (wastewater collection and treatment). The communities of Kotez and Borca will also be impacted, given that the existing wastewater from these communities, currently discharging to the Danube River, will be re-routed to the collection and treatment system in Krnjaca.

The following works and associated services to be financed by the EIB (European Investment Bank) and City of Belgrade are planned to be procured using international procurement procedures.
Two works contracts, based on FIDIC Conditions of Contract for Plant and Design-build (Yellow Book), will comprise the design and construction of primary collectors, pumping stations, secondary sewerage network (gravity and vacuum networks), and the Krnjaca wastewater treatment plant (Phase 1; 86 000 PE). The WWTP will incorporate an activated sludge process (ASP) with enhanced biological phosphorous removal (EPBR) and sludge treatment including anaerobic digestion, energy recovery (CHP unit) and solar drying.
A service contract is planned, to include contract administration, construction supervision of the works, and provision of full support to Beoland in its role as the Employer.
The procurement of works shall follow open international procurement procedures, while the procurement of services shall follow a restricted international procurement procedure. All procurements will be conducted in accordance with the most recent version of the EIB’s ‘Guide to Procurement for projects financed by the EIB’, as published on the website of the Bank and will be open to firms from any country.
