BACKGROUND

In the discussion with the Centre for Malariology, Parasitology and Entomology (CMPE), Lao PDR it was agreed that WHO should strengthen its role in technical support at the national level to:

  1. Strengthen program coordination and ensure full implementation of Malaria National Strategic Plan interventions; and
  2. Support implementation of an aggressive approach to impacting malaria transmission and depleting parasite reservoirs in populations with the highest risk of exposure to malaria.

In order to fulfill this role, WHO is recruiting an entomologist to support national malaria program entomology unit to analyze recent field data and to draw technically conclusions and recommendations on this data. This position will be supervised by the international Technical Officer (Team Leader for Malaria, TB and HIV) and will work closely with the two malaria National Officers.

Duration: from 1 December 2021 until 31 December 2021

The entomologist consultant will be based in Vientiane and will work with the national level team and conduct remote meetings with the provincial teams if required.

PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

  1. Support subnational program coordination and ensure full analysis and compilation of entomological data for pervious 3 years; and
  2. Support the WHO HTM (HIV/TB/Malaria) Team Leader and National Officer (Malaria) to build the capacity of the national malaria program entomological staff and strengthen use of data for decision making; and
  3. Support CMPE to present and publish the data analysis in a functional and standardized format that can be included in a situational report with clear conclusions and recommendations on the current malaria vector status in Lao and how to move this work forward.
  4. The analysis and conclusions will be published as an internal ‘Entomological SitRep/Update’ that will help the program answer some of the critical questions around where malaria transmission is taking place and what vector control interventions could be appropriate.
  5. This document will be a critical reference to help the program and the partners with forward planning on entomological work in Lao in the coming years.

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1 - As per the recommendations in the National Malaria Strategic Plan, work with the CMPE Entomological Unit to review, analyse and synthesize the entomological surveillance data from the previous 3 years;

Deliverable 1.1: Conduct a rapid desktop assessment of the previous3 years malaria vector surveillance data.

Deliverable 1.2: Facilitate technical working group meeting with national (CMPE) and provincial (Vientiane Capital) counterparts, as well as key stakeholders, to present review, discuss and the data.

Deliverable 1.3: Based on results from the TWG, support CMPE to revise and finalise their vector surveillance data and compile the data and conclusions into a situational analysis and report.  

 

METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS

The consultant will travel routinely to the provinces and will be responsible to support the program and partners to reach the following deliverable:

Output 1: Surveillance and response coordination, programme management

  • • Deliverable 1.1: Meet with CMPE entomological unit and WHO and develop a plan to review all of the data and material from the previous 3 years.
  • • Deliverable 1.3: Support CMPE and WHO to present findings and conclusions from the desk top analysis at a Technical Working Group forum.
  • • Deliverable 1.4: Based on the consensus and agreements from the TWG work with CMPE to develop an internal situational report.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  University degree in medicine, science or equivalent with postgraduate degree in entomology or public health from an accredited/recognized institute.

EXPERIENCE

Essential: Minimum 5 years of relevant work experience in an international public health or research organizations working on vector borne disease is required.

LANGUAGES

Good knowledge of English is essential (Read-Write-Speak).

ADDITIONAL INFORMATION:

Locations
Based in Vientiane.

Medical clearance 
The selected consultant will be expected to provide a medical certificate of fitness for work.

Travel
Frequent travels and potentially long stays in the provinces is expected.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed. WHO Country Office Cambodia will facilitate the procedures to obtain official visa.
