Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Aus organisatorischen (Unsicherheit über die zukünftige Struktur der BNetzA nach der Bundestagswahl 2017) und rechtlichen (Änderung des AÜG und daraus resultierenden kritischen Überprüfung und Festlegung interner Vorgaben) Umständen konnten ausschreibungsrelevante Informationen nicht zeitnah erhoben werden. Die benötigte Sicherheitsüberprüfung bis zur Auftragsübernahme erfodert die entsprechende Verlängerung des Dauerschuldverhältnisses.
