Naročnik zaradi nejasnih napovedi glede vrste in količin cepiv/zdravil, oblike skladiščenja in ostalih elementov distribucije, ni mogel vnaprej predvideti vseh potrebnih storitev, saj se vsebina, dinamika, predmet in zahteve glede skladiščenja, transporta, logistike, spreminjajo v skladu z epidemiološkimi spremembami in zahtevami Ministrstva za zdravje.
