Javno naročilo obravnava področje strateškega upravljanja prevoza tovora v mestih, ki pa smiselno upošteva tudi samo mobilnost prebivalstva v mestih kot del celovitega prometnega sistema mesta, kot ga definira njegova Celostna prometna strategija. Ker paradigma trajnostnega razvoja zahteva preseganje zgolj ekonomskega vidika in rasti za vsako ceno, je eden od poudarkov naloge na zmanjševanju pritiskov na okolje, zato je predmet javnega naročila izdelava Nacionalnih smernic za izdelavo strategij upravljanja mestne logistike (v nadaljevanju SUML) s preizkusom v okviru dveh pilotnih projektov.
