Scope and Background: This Request for Tender (RFT) P21-2874 seeks tenders from suppliers to supply to the Principal specific shark mitigation services, known as SMART drumlining, at Kingscliff-Bogangar, Coffs Harbour-Sawtell and Forster-Tuncurry (hereinafter referred to as Kingscliff, Coffs Harbour and Forster, respectively) for 2021/22 and potentially 2022/23, being the Services described in more detail in the Statement of Requirements.
The service is to deploy and monitor SMART drumlines at Kingscliff, Coffs Harbour and Forster for shark mitigation, and to notify the public via the SharkSmart app following the catch and release of target sharks (being White, Tiger and Bull Sharks). The SMART drumlines, electronic reporting tool (connected to the SharkSmart app and Twitter) and associated equipment and training will be supplied by and remain the property of the Department of Primary Industries (DPI), a division of Regional NSW.
The contractor must supply their own vehicle, vessel (appropriately certified by the Australian Maritime Safety Authority and meet all requirements of the Marine Safety (Domestic Commercial Vessel) National Law Act 2012 and its Regulations) and crew to complete the work daily.
Dates: The SMART drumline contracts are for the minimum period of 8 November 2021 to 30 June 2022; with a 1-year extension at the Department’s option from 1 July 2022 to 30 June 2023.
Location: The Department will provide you with specific GPS marks identifying where the SMART drumlines will need to be deployed each day. Suitable alternative locations will be provided for days when only part of the coastline can be safely accessed due to poor weather or ocean conditions.
Times: You must deploy the SMART drumlines daily between 05:30 and 08:00 (or as the Department otherwise advises) and must begin retrieval no earlier than 2 hours before the official Bureau of Meteorology sunset time (weather and sea conditions permitting)."
