The Software Engineering Division (SED) requires services and support for the engineering of software systems through all phases (formulation through on-orbit operations/decommissioning) of NASA programs and projects. These products and services include: flight, ground and science data systems and technologies; mission environments, software engineering, software systems engineering, software/data systems project management, mission operations and mission validation capabilities. SED focuses on the development of reusable flight and ground architectures and frameworks to reduce mission cost, decrease development time, minimize customer risk, and increase the scientific value of information products.

NASA/Goddard Space Flight Center NASA/GSFC intends to issue a Sole Source contract to ARCTIC SLOPE TECHNICAL SERVICES, INC., LLC on a sole source basis to extend the current contract’s effective ordering period by an additional six (6) months from October 1, 2021 through March 31, 2022 with one three (3) month option. If additional time is necessary, the option would commence on April 1, 2022 through June 30, 2022, by which time the follow-on, competitive contract is expected to be awarded.  The contract is a Cost-Plus Fixed Fee (CPFF), Core and Indefinite Delivery Indefinite Quantity (IDIQ) contract. The rationale supporting this sole source award to ARCTIC SLOPE TECHNICAL SERVICES, INC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” The nature of the work to be performed is highly technical and requires extensive training that cannot be accomplished without undue schedule delays. Given the short duration of the extension period and the fact that NASA/GSFC currently has a competitive follow-on procurement underway this requirement can only be performed by one source. 

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to [email protected] not later than 3:00 p.m. EST on 09/8/2021.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
