A. BACKGROUND

The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education. 

The project is currently supporting activities across all the Federal Member States of Somalia on education and education related services. The Ministry of Education, Culture and Higher Education (MoECHE) has identified capacity gaps in a number of areas including finance, procurement, human resource, administration and project management practices that impact on its service delivery mandate.

MoECHE intends to hire a Consultant (HR and Administration Technical Advisor) to support build capacity of the Ministry in Human Resource Management and Administration.

B. Scope of Work and Responsibilities:

The HR and Administration Technical Advisor (“Consultant”) will work in close consultation and coordination with the Ministries of Education at Federal and State Governments levels to support build capacity of the ministries in Human Resource Management and Administration; provide expert advice on policy development and other related tools that would ensure optimal performance in the relevant units. The tasks to be performed include the following:

  1. Support through coaching, mentoring and training opportunities to departmental staff.
  2. Develop new HR policies and strategies to address emerging workforce issues.
  3. Support the development and implementation of a staffing plan.
  4. Train departmental directors of the Ministry on HR policies relating to equal employment opportunities, compensation and employment benefits.
  5. Coordinate management training and advice departmental directors as necessary on HR policies and procedures.
  6. Support MoECHE in the implementation of the biometrics system and its integration with the payroll system in coordination with the National Civil Service Commission;
  7. Analyze gender structure of MOECHE staff at FGS level and teacher’s cadre at FMS level and provide recommendations on increasing female participation in line with "Measures to increase female participation in civil service and Employment Practices" issued by the National Civil Service Commission in February 2021 as part of RCRF II Disbursement Linked Indicator 10.1
  8. Complete technical deliverables and project implementation tasks as may be assigned from time to time.
  9. Complete the required onboarding and other training, including online training, that may be prescribed from time to time.
  10. Develop vehicle management policy, procedures and training to the relevant staff.
  11. Develop and implement administrative processes including internal controls, monthly and quarterly administrative reports in line with established policy.

C. Selection Criteria:

Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  1. Bachelor’s degree in Human Resources Management, or Business Administration or in a relevant field;
  2. A Master’s degree in HR management or Business Administration or in a relevant field;
  3. Minimum of five years’ experience working in HR and Admin office.
  4. Experience working in Somalia or similar environment and a good understanding of sound programming principles;
  5. Experience in HR management of donor funded projects and liaise with donors.
  6. Experience in managing and mentoring staff and promoting teamwork;
  7. Facilitation and training skills including development of training materials and facilitation of participatory program development and capacity building.
  8. Excellent verbal and written English skills, particularly communication and presentation skills for diverse audiences.
  9. Computer proficiency (including word processing, spreadsheets).
  10. Experience in the design and use of HR systems.
  11. Willingness and experience to work independently in politically unstable security situations in security sensitive areas; Knowledge of Somalia, its culture and political background.

D. Duration & Duty Station: Twelve (12) months. The duty station is Mogadishu Somalia with travels to the FMSs

 

E. MoECHE now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

F.  The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

G.  A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.

H. Mode of submission of Applications and deadline:

Interested Consultants may obtain further information at the address given below from 8:30 to 3.30pm Mogadishu time (Excluding public holidays).

Expressions of interest (EOI) and CV with 3 reference persons must be delivered (in person or by e-mail) in a written form (if not by e-mail) to the address below by 21st May 2022 at 12:00 Hours (Mogadishu Time) – marked clearly as “Application for HR and Admin Technical Advisor - MoECHE”.
