Project Measures: Set-up and implementation of a Financing Facility for the support of projects for sustainable skills development in up to five African pilot countries. Implementation Agreements with pilot countries. Preparation and implementation of project selection. Support to investment projects for skills development infrastructure and equipment. Sharing of best-practices and lessons learnt.

Requested Services: Detailed elaboration of implementation modalities and operational procedures based on agreed framework implementation guidelines; establishing formal preconditions for participation of pilot countries (Host Country Agreements); preparing and implementing the preselection and selection of skills development partner structures; information and marketing campaigns in pilot countries; elaboration of implementation agreements for the planning and implementation of the selected skills development initiatives.

Terms of Reference for expert services and procurement of experts; support in detailed technical design of proposed individual projects; elaboration and approval of tender documents for services, works and equipment;contract award; supervision of implementation; fund management according to predefined disbursement procedures; operation and maintenance concept; elaboration of lessons learnt and best practices reports.

The prequalification of experienced Consultants is subject to the regulations contained in the ‘Guidelinesfor Assignment of Consultants in Financial Co-operation Projects ’(see www.kfw-entwicklungsbank.de). The contract will be awarded to an independent Consultant firm with proven experience in setting up and managing funding facilities in the technical and vocational training sector and civil works and construction activities, both in the region and with a minimum annual turnover of 7 million EUR.
