Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

a) Adquisición de nuevas licencias: sólo las puede facilitar Cornerstone, propietario de la plataforma;

b) Ampliación tareas de soporte: no es factible encomendarlas a contratista distinto, pues la eventual interoperabilidad entre dos empresas:

i) Requiere una gran coordinación en el reparto de tareas;

ii) Implica retrasos en la disponibilidad del sistema;

iii) incrementa las dificultades para la asignación de responsabilidades a los distintos proveedores;

iv) comporta problemas de calidad sobre el producto final.

Un cambio de contratista generaría un aumento de los costes directos derivados de la gestión del proyecto debido a:

i) especificación detallada de las interfaces entre líneas de desarrollo;

ii) mayor dedicación al seguimiento y control de las tareas realizadas por los servicios de soporte;

c) El incremento de precio resultante de las modificaciones acumuladas no excede del 50 % del valor inicial del contrato.
