Justificación: Debido a que se prevé se entregue por parte de la empresa constructora la nueva planta el próximo mes de marzo de 2022 y esta no podría ser operada por IMBISA si previamente no se ha firmado el contrato.De esta forma, se sigue la línea sentada por el Tribunal Administrativo Central de Recursos Contractuales (TACRC) en varias resoluciones (así, por ejemplo, en las resoluciones nº. 449/2017, de 26 de mayo de 2017; 187/2013, de 23 de mayo de 2013; 149/2012, de 16 de julio de 2012; y 148/2012, de 12 de julio de 2012), según la cual la tramitación urgente se justifica por la existencia o de una necesidad inaplazable o de un interés público en no demorar la adjudicación del contrato, dada la necesidad de evitar la falta de cobertura contractual de la prestación correspondiente.
