The Fuel Services Branch (FSB) within Joint Capability Group will be releasing a Request for Tender to engage a single vendor under a Standing Offer Arrangement for the provision of ongoing engineering, supply chain, and other technical specialist services to support the delivery of the Defence Fuel Supply Chain (DFSC). 

The proposed Fuel Support Services Standing Offer Arrangement will provide engineering and technical professional services to enable the Commonwealth to safely and effectively deliver the DFSC. The Commonwealth requires the expertise of hazardous area and petro-chemical specialists to enable the effective delivery of key functions including oversight of infrastructure works and effective assurance over the supply chain. 

The service skill categories included in the Standing Offer Arrangement will be (1) Fuel Engineering Services (such as design reviews, asset integrity and advice); (2) Auditor Services; (3) Specialist Petrol, Oil and Lubricant Services (POL) (such as incident investigations and fuel quality); and (4) Defence Fuel Mentoring, Coaching, Training and Development.

While FSB currently has access to the Defence Fuel Supply Chain Technical and Engineering Panel (DFSCTEP), a panel arrangement with over 16 service providers over five service categories, in the interests of effective contract management, access to appropriately skilled personnel and industry's time and effort, FSB seeks to establish a Standing Offer Arrangement with a single service provider that can provide access to personnel of all required skillsets and level.
