The Government of Tonga has received financing from the World Bank toward the cost of Tonga’s Statistical Innovation and Capacity Building in Tonga (SICBT) Project, 2020 to2025, and intends to apply part of the proceeds for the recruitment of a TSA Consultant.

The consulting services (“the Services”) include 1. Identify inter-related areas and data, areas to include tourism accommodation, visitor expenditures, transportation (regional, international and domestic), food & beverages, handicraft industry, entertainment/cultural activities for tourists, and economic linkages to other industries such as the Agricultural sector. 2. Establish and design an appropriate TSA method of measuring direct economic contributions of tourism consumption to a national economy consisting of a unique set of interrelated tables. 3. Conduct workshops with stakeholders (either face-to-face in Tonga or through Zoom meetings) in Nuku’alofa.  The objectives of this workshop meeting are to give an update as well as outline work areas/scope and depth to be carried out.

It is anticipated that the TSA Consultant will commence as soon as possible on a part-time basis for   136 working days spread over a period of 15 months. The Tonga Statistics Department (TSD) now invites eligible individuals (“Consultants”) to indicate their interest in providing the duties of the TSA Consultant. Interested persons should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae or resume with a description of experience in similar assignments, similar conditions, etc.)

The criteria for selecting the TSA Consultant are:

  • At least a Master’s degree or Ph.D. in Economics, Statistics, or other related fields
  • At least six (6) years of professional experience for a Master’s degree holder or two (2) years of professional experience for a Ph.D. holder in similar assignments
  • Advanced Experience in work related to the Tourism industry of Tonga;
  • Experience with planning, implementing, and managing surveys relevant to TSA;
  • Experience with microdata analysis using any statistical software
  • Excellent verbal and written communication skills in English;
  • Strong management skills in a diverse (cultural and technical) work environment;
  • Experience working with development partners such as WB, ADB, and DFAT would be an advantage.

Scoring:

The attention of interested persons is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers of November 2020, setting forth the World Bank’s policy on conflict of interest.

A TSA Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in Paragraphs 7.36 to 7.37 of the Procurement Regulations.
